Director -Standing Rock Wellness Program

  • The Director of the Standing Rock Wellness Program is responsible for the development and implementation of culturally relevant suicide prevention and grief management strategies that include methods for physical, mental, emotional and spiritual healing and coping processes for individuals and families.

    SUPERVISION:

    The position will work under the supervision of the Tribal Health Administration, Director who will provide direction and conduct performance evaluations.

    DUTIES AND RESPONSIBILITIES:

    • Administration, management and compliance of the Standing Rock Wellness Program funded under the 638 Suicide Prevention Contract.
    • Complete and submit monthly, quarterly and annual reports to HEW Committee, Tribal Council and other Federal Agencies as required by the 638’ Suicide Prevention Contract.
    • Conduct reconciliation of program fund accounts, prepare budget modifications and consults with contract representative regarding budgets and expenditures to ensure program expenses of Tribal Wellness funds are appropriately charged to assigned accounts and within budgetary allowance.
    • Prepare for required contract monitoring activity; working closely with the Tribal Health Director, Contracting officer and Contract Representative to ensure program fiscal operation is in compliance with funding agency requirements and procedures.
    • Actively seek additional funding opportunities through grants and proposals to supplement the effort of improving and expanding services of the Tribal Wellness Program.
    • Develop methods to effectively identify community mental health issues and concerns and implement awareness initiatives in communities in the areas of mental, physical, emotional and spiritual self-care.
    • Implement wellness strategies in accordance with 638 Suicide Prevention Contract
    • Coordinate and facilitate workshops to promote an understanding and importance of strengthening the physical, emotional and mental health.
    • Develop and implement youth and family wellness initiatives to provide culturally relevant activities that foster development of self-esteem, self-awareness, self-identity, and self-image.
    • Recruit community volunteers and interested Tribal programs to be trained in identifying and assisting in accessing available resources to individuals in need of mental and emotional support.
    • Collaborate with mental health professionals in effort to respond to suicide and depression crises and maintain communication with individuals that are identified as high risk or at risk.
    • Coordinate, organize, facilitate training, workshops, and conferences relating to program objectives.
    • Prepare and submit grant proposals and research other sources of supplemental funding.
    • Conduct research of current mental, emotional and culturally relevant suicide prevention strategies that incorporate the Lakota/Dakota perspectives.
    • Establish a Suicide Prevention Taskforce of volunteers that include professionals, youth, elders spiritual and/or faith leaders and community members, who will be provided necessary training to continue the training component that addresses the efforts of prevention and risks of suicide on the Standing Rock Reservation.
    • Assist in the coordination and facilitation of activities for the Standing Rock Suicide Prevention Taskforce to implement strategies that meet the needs of Suicide Prevention efforts reservation wide.
    • Issue public service announcements and information regarding suicide prevention strategies and available resources.
    • Provide fiscal management of contract and grants including cuff accounts, tracking invoices, expenditures, allocations, financial transactions and records.
    • Compile statistical data and reports as required.
    • Evaluate the effectiveness of the suicide prevention initiatives on an annual basis in order to adjust program efforts to maximize resources provided to individuals.
    • Implement grief management strategies for individuals that are affected by suicide incidents.
    • review criteria for use in determining eligibility and approval projects for funding under the Standing Rock Wellness Program.
    • Establish network with communities on the reservation to ensure program objectives and resources are of benefit to individuals on the reservation.
    • Provide oversight and supervision of the Tribal Wellness Program staff and for tracking and conducting staff evaluations.
    Performing other Tribal Health Administration related duties as delegated.

    QUALIFICATIONS:

    • Must possess a Bachelor’s Degree in Business Administration, Business Management, Human Services or related Social Science field. Qualifying education and experience will be considered in lieu of Bachelor’s degree requirement. Qualifying education and experience means possession two (2) year degree in Business Administration, Business Management, Human Services or related Social Science field with five (5) years of documented experience in administration of contracts, grants or financial/budget management and supervision.
    • Must possess strong computer skills with working knowledge of Microsoft Office software (Word, Excel, Power Point, and Publisher).
    • Must possess excellent written and verbal communication skills and be able to understand and carry out both verbal and written instructions and request clarification when needed.
    • Must possess a strong work ethic and organizational skills with special attention to detail.
    • Must have ability to maintain tact, courtesy, composure and flexibility when dealing with a variety of sensitive circumstances.
    • Must possess a valid driver’s license and meet insurability requirements.
    Must successfully pass required background check at the state and tribal level; that the applicant has never been convicted of child abuse/neglect or any violent crimes.

    JOB REQUIREMENTS:

    • Ability to ensure program compliance of Title XVIII-Tribal Employees, Title XXVII-Employee Code of Ethics, Drug-Free Workplace Policy, Personnel and Financial Policies and Procedures, Employment Security, Computer Usage and tribal Internet, Cell and PDA Policy accordingly.
    • Demonstrate working knowledge of 638 contract and compliance requirements and financial accountability working within budgets.
    • Ability to facilitate suicide/depression prevention/intervention education, awareness, youth wellness activities, cultural identity activities to promote healthy lifestyles and program development training to children, youth, parents, families and elders on an ongoing basis.
    • Ability to obtain certification and training in Applied Suicide Invention Skills Training (ASIST), Question, Persuade, Refer (QPR), Mark LoMurry Program Training, Gatekeeper Training, Survivor of Suicide Support Group Facilitation, Wraparound, Takoja Niwiciyapi and Native Hope.
    • Ability to coordinate activities utilizing the Lakota/Dakota mental health perspective (Lakota/Dakota First Aid) in the communities.
    • Ability to complete tasks under general supervision and exercise independent judgment in maintaining and expanding the services of health education.
    • Demonstrate cultural sensitivity in regard to program and service delivery.
    • Demonstrate facilitation and time management skills.
    • Abilty to strictly adhere to confidentiality and code of ethics in accordance with program services delivered.
    • Ability to learn and operate new software applications as it applies to data collection and reporting instruments.
    • Ability to work evenings and weekends as necessary.
    • Ability to complete monthly, quarterly and yearly program reports as required.
    • Ability to serve in a liaison capacity between Tribal Health Administration and other mental health service organizations (Tribal, State, Federal, private institutions, entities).
    • Ability to coordinate, collaborate and communicate with local, tribal, state and national youth and family programs and agencies.
