Treasury Manager manages all aspects of daily treasury operations to meet the financial obligations of the organization. GENERAL STATEMENT OF DUTIES: The Deputy Cash Manager will be primarily responsible for the administrative operations related to the State’s cash and treasury management program, with a focus on maintaining proper controls and overseeing daily transactions. The Deputy Cash Manager will also assist the Cash Manager with cash forecasting, reporting, and funding of accounts, as well as with data collection and/or analysis related to short and long-term projects.
To professionally, courteously and respectfully treat all contacts with customers of the General Treasurer's Office including the public, other government agencies, the business community, fellow employees and any other customers, both in person and when answering incoming calls, emails, letters and any other form of contact, and to project a customer-friendly attitude committed to provide high quality customer service.
To perform duties as directed to support the operations of the General Treasurer's Office during times of increased departmental workloads, including but not limited to working on a temporary basis (not to exceed 3 months, which may be extended by mutual agreement) in the Crime Victim Compensation Program, General Administration, Business Processing, Employees' Retirement, Unclaimed Property and/or the Investment Division. Designated managers within each division will review work for conformance to established procedures and regulations. Employees will not be disciplined for their inability to meet job requirements which are specific to a position to which they are temporarily transferred. Experience, including working in other departments, may be considered as a factor in selecting employees for promotions and/or transfers to new positions.
MAGNITUDE OF ACCOUNTABILITY: Cash management of daily balances of several billions of dollars with multiple financial institutions.
SUPERVISION RECEIVED: Receives direction and works under the general supervision of the Cash Manager who reviews work for results and conformance to established procedures, regulations and audit controls.
SUPERVISION EXERCISED: Direct supervision, evaluation and staffing of the cash management unit.
KNOWLEDGES, SKILLS, CAPACITIES: Must possess excellent quantitative and analytical abilities. Must be detail oriented and have a working knowledge of the principles and practices of cash management and accounting; must have a working knowledge of treasury management systems; and related capacities and abilities.
EDUCATION AND EXPERIENCE: Must have a degree from a recognized college or university with a concentration in accounting, finance, or business administration which includes a minimum of 15 credits in accounting or accounting related courses; and Experience such as may have been gained through employment in an accounting or cash management position in a public or private industry. Preference will be given to applicants with prior supervisory experience.
