Position Summary
This position implements and provides oversight of Process Safety Management (PSM) and Risk Management (RMP) programs/systems that facilitate compliance with State, Federal, and Local regulations, and company procedures and policies.
Essential Job Functions
Develops and implements strategy; drives continuous improvement in PSM and RMP, programs, and trainingServes as central resource; ensures consistency in PSM and RMP practices and approach Provides guidance to companies, subsidiaries, and other facilities at assigned complex; Lead and participate in process hazard analyses (PHAs), safety integrity level (SIL) studies, MOCs, Facility Siting Studies, and PSSRs as required.Participate in and/or lead incident investigations related to PSM/RMP-covered processes. Ensure that root causes are properly identified and appropriately addressed. Continually monitor the status of all PSM program elements to ensure compliance and continuous improvement, including identifying areas where additional support and/or training is needed. Review and provide technical support to ensure projects are designed, maintained, modified, and operated in a manner that complies with industry recognized and generally accepted good engineering practices (RAGAGEP).Serves as senior technical advisor; drives continuous improvement in process safety and risk programs and practices Anticipates, identifies and evaluates hazardous conditions and practices; corrects or notifies management for correction as appropriateAudits and evaluates effectiveness of hazard control programsDevelops and assists with implementation of facility safety management system, policies, procedures, and trainingAbility to read, comprehend, and interpret regulations, standards and technical reports.Tracks and communicates regulatory changes; ensures compliance with applicable regulations including statues, regulations, agency letters of interpretation, and pertinent industry codes and standards Identifies, tracks, monitors, and communicates key performance indicators to relevant levels of management and operations Benchmarks systems, culture, and performance against industry standards; identifies, develops and prioritizes process safety and risk mitigation initiativesAbides by all safety procedures and practices applicable to location and position; participates in appropriate safety training; demonstrates commitment to and support of EHSS principles and values; champions safetyPerforms other duties assigned by management that generally fall within the expected scope of this position
Experience Requirement
2 years of work related experience in a petrochemical facility or refinery managing of all elements of Process Safety and Risk ManagementExperience working with and proven understanding of various governmental regulationsSelf-starter; quick learner; decision-maker Proven ability to write and implement safety programsExperience leading or participating in operational risk assessments e.g. PHAs, SEL, HAZOPS, etc.Proven experience working with Federal, state and local regulatory agencies and regulationsExperience in plant environments subject to OSHA regulations, working knowledge of NFPA, ANSI, and ASTM standards Ability to multi-task; good organizational skillsCustomer service focus; ability to influence and communicate diplomatically; excellent negotiations skillsGood computer skills including Microsoft Office Suite; ability to use database systems and other programs and applications used by this position and at CompanyFluent in English language including reading, writing and speaking; ability to read and write at a minimum of high school level; ability to clearly communicate to all levels in organization
Education Requirement
B.S. in chemical engineering, or related field required
