GENERAL STATEMENT OF DUTIES: Within the Department of Transportation, to oversee the administration and operation of a comprehensive statewide transportation traffic management, toll collection and safety program inclusive of Traffic Management Engineering, the State Highway Safety Program, and workplace occupational health and work zone safety programs; to perform highly difficult and responsible administrative work of a professional civil engineering nature; to work in collaboration with the Division of Project Management, to plan, program, design, and implement the transportation infrastructure safety improvement projects of the State's Transportation Capital Program  within scope, on schedule, on budget and to the highest quality; to serve as the State Traffic Safety Engineer and provide support to the State Traffic Commission; to plan, administer, and implement the National Highway Traffic Safety Administration (NHTSA) funded non-infrastructure safety projects and programs; and to do related work as required.

SUPERVISION RECEIVED: Works under the administrative direction of the Chief Engineer for Infrastructure, with wide latitude for the exercise of initiative and independent judgment; work is reviewed through conferences and submitted reports for compliance with departmental policies and objectives, laws, rules and regulations.

SUPERVISION EXERCISED: Plans, organizes, directs, coordinates and evaluates the work of an administrative, professional, engineering and technical staff assigned to assist.

Within the Department of Transportation,

 

To oversee the administration and operation of a comprehensive statewide transportation traffic management, toll collection and safety program inclusive of Traffic Management Engineering, the State Highway Safety Program, and workplace occupational health and work zone safety programs;

To perform highly difficult and responsible administrative work of a professional civil engineering nature;

To work in collaboration with the Division of  Project Management,

 

To plan, program, design, and implement the transportation infrastructure safety improvement projects of the State's Transportation Capital Program  within scope, on schedule, on budget and to the highest quality; to serve as the State Traffic Engineer and provide support to the State Traffic Commission; and to plan, administer, and implement the National Highway Traffic Safety Administration (NHTSA) funded non-infrastructure safety projects.

To oversee the development, design, planning, operation and maintenance of the state toll collection system.

To perform highly difficult and responsible administrative work of a professional civil engineering nature in directing all related engineering and technical activities of the transportation infrastructure safety improvement program.

As State Traffic Safety Engineer to oversee the department's compliance with the Uniform Traffic Control Devices for Streets & Highways Standards prepared by the National Joint Committee on Uniform Traffic Control Devices.

To oversee the department's planning, development, participation in, and implementation of all aspects of federal, state and local highway safety programs.

To coordinate program planning and development for highway safety and work zone safety programs with other governmental agencies, including the USDOT Federal Highway Administration (FHWA), the National Highway Transportation Safety Administration (NHTSA), the State Police and local municipal law enforcement and public works agencies.

To be responsible for evaluation of existing programs in the field of highway safety and to develop plans for their expansion, modification or elimination in view of changing needs, the availability of state and/or federal funds and recent advances in ideas and methods.

To be responsible for the administration, development, implementation and  management of the transportation safety component of the State's ten year capital management plan and program, inclusive of  all traffic and workplace safety activities.  

To oversee the department's efforts to develop and maintain an effective public communications program for highway safety and work zone safety.

To oversee the planning, development, coordination and management of all activities designated to improve the quality of workplace health and safety for all departmental employees; to maintain a continuing awareness of regulatory developments and industry trends regarding emerging health and safety issues and assessing their impact on the department; prepares reports on and/or presents recommendations on such issues, as appropriate; to evaluate and interpret internal health and safety methods and procedures, correcting problems at operational level to alleviate hazards;

To oversee the establishment and maintenance of contracts with federal, state officials and peers to exchange information on health and safety issues; to formulate regulations for the adoption, development, and compliance of health and safety standards for the workplace; provides advice and counsel to division and section heads in solving operational health and safety problems.

To establish and maintain a high level visibility for the various safety programs, particularly in work zone compliance operations, and to recommend accident prevention and loss control methods as needed.

To utilize a data driven approach to identify traffic safety and efficiency needs throughout the Transportation network and implement the cost effective programs and projects to maintain a safe, secure, and efficient travel for all users.

To consult with supervisors on matters of policy, special projects and for matters affecting the state engineering program; as required to provide professional advice on such matters.

To evaluate present projects as to their effectiveness and efficiency in obtaining comprehensive safety objectives.

To oversee the State's traffic management system and to develop plans and designs to maintain and improve those systems.

As required/directed, in the absence or incapacity, may serve as Chief Engineer for Infrastructure.

To do related work as required.

KNOWLEDGES, SKILLS AND CAPACITIES: A thorough knowledge of the principles, practices and techniques pertaining to highway design and planning, and related design engineering problems and techniques peculiar to this state; a high degree of skill and administrative ability in organizing, directing and coordinating a state highway engineering programs; a thorough knowledge of transportation principles, methods, practices, standards and organization; a thorough knowledge of the principles, practices and techniques of management and public administration, and  the  ability to apply such knowledge in the administration and control of several engineering and operating programs; a working knowledge of the organizational structure and functions of public sector transportation; the ability to oversee the inspection of complex engineering working plans; a fundamental knowledge of engineering computations, analyses and presentations; a working knowledge of federal and state statutes relating to transportation administration, engineering and safety enforcement programs; a working knowledge of the provisions of the NHTSA as it relates to the State and local highway safety programs financed by such act; a working knowledge of the problems, and of policies, methods and practices commonly applied in the promotion of highway safety; the ability to oversee the planning, development, and administration of all aspects of federal, state and local highway safety programs within the state; a general knowledge of cost accounting procedures as well as government finance policies and procedures, and a familiarity with planning and analytical techniques; the ability to evaluate the effectiveness of programs, identify problems and work creatively to improve them; the ability to develop and maintain effective working relationships with community organizations, the public, the media and elected governmental officials; the ability to plan, organize, review and evaluate the work  of a staff of administrative, professional, engineering, technical, and other employees; and related capacities and abilities.

 

 Education: Such as may have been gained through: graduation from a college of recognized standing with a Bachelor's degree with specialization in Civil Engineering and a graduate certification in transportation safety or  traffic engineering; and

Experience: Such as may have been gained through: considerable employment in a highly responsible supervisory civil engineering capacity in transportation engineering, traffic management or design engineering, or transportation safety.

Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.

 

SPECIAL REQUIREMENT: At the time of appointment must possess a Certificate of Registration as a Professional Engineer (PE) issued by the Rhode Island State Board of Registration for Professional Engineers, and must maintain such certification as a condition of continued employment.

Extensive knowledge of Traffic Safety and Traffic Engineering Programs as well experience managing a large and diverse workforce preferred.
