    Job Description

    Iowa Vocational Rehabilitation Services (IVRS) – Administrative Services Bureau is looking for a new member to join our team. We are interested in energetic, action-oriented professionals interested in being part of a statewide team dedicated to serving the needs of employers and assisting individuals with disabilities to achieve employment, independence, and economic goals.

    In this role, you will serve as a Purchasing Agent 2 and contribute your experience and knowledge towards fulfilling our Mission – We provide expert, individualized services to Iowans with disabilities to achieve their independence through successful employment and economic support alongside your IVRS team .

    As a Purchasing Agent 2 you will serve in a key role for sourcing goods and services for Iowa Vocational Rehabilitation Services at our 1000 E Grand Ave., Des Moines, IA office.

    Responsibilities include initiating, tracking, and documenting the agency's procurement and vendor selection process for the purchase of goods and services for both operations and case service. This includes office supplies, printing, merchandise, and equipment in compliance with state and federal rules and regulations and agency policies and standards. This position shall ensure the agency's procedures to initiating purchases, completing solicitations, making awards, approving purchases, placing purchase orders, and receiving goods are in place and maintained with integrity.

    Duties and responsibilities to include, but not limited to the following:

    • Purchase goods and services in compliance with state purchasing guidelines.
    • Assists clerical staff on state p-card purchasing requirements for both goods and services.
    • Orders office supplies and printing services as requested by agency managers and supervisors. Communicates clearly both verbally and in writing to state staff and vendors when clarifying orders and resolving issues.
    • Maintains documentation of equipment valued at $5,000 or greater as required by state auditors.
    • Maintains documentation of miles driven, oil changes, preventive maintenance checks and other service requirements for vehicles assigned to agency.
    • Audits vehicle data received monthly from field offices prior to submitting data to the Dept. of Administrative Services.
    • Schedules service for agency vehicles at required mileage intervals. Drives agency vehicles to scheduled service appointments.
    • Lifts computer equipment, office furniture, cubicle walls, boxes of paper, incoming and outgoing mail bins not to exceed 50lbs.
    • Conducts informal bids for a variety of standardized, expendable/non-expendable items valued at $50,000 or less, and processes delivery orders against established state purchasing master contracts.
    • Conducts informal service contract bidding, including selecting vendors for bid solicitation, evaluating bids, making recommendations for award, and awarding to lowest compliant vendor.
    • Responsible for daily receiving, sorting, and distributing incoming mail and packages for IVRS.

    Minimum Qualification Requirements

    Graduation from high school, or G.E.D., and six years of full-time work in the procurement of technical, standardized, expendable and non-expendable items;

    OR

    graduation from an accredited four-year college or university with a bachelor's degree in business or public administration, accounting or economics and two years of the required experience;

    OR

    an equivalent combination of education and experience substituting one year of education (30 semester hours or one year) for each year of the required experience;

    OR

    employees with current continuous experience in the state executive branch that includes experience equal to eighteen months as a Purchasing Agent 1.
