    Summary:

    The Idaho Department of Correction (IDOC) has a current opening for a Financial Executive Officer (FEO) within the Division of Management Services, located at its Central Office in Boise, Idaho. Broadly, the FEO is responsible for the operations of a Fiscal Unit with 35 staff, an annual budget of $375 million, and executive level planning and performance.

    IDOC runs facilities statewide 24/7 that vary in size, design, and purpose. In addition to excellent technical abilities, the FEO must have strong collaboration skills and the ability to work with internal and external stakeholders to provide IDOC’s facilities, staff, residents/clients, and customers with reliable, timely, and professional services. This is an excellent career opportunity for an individual with the requisite skills, who is interested in working for a governmental agency that is dedicated to public safety and is focused on being a model correctional system. The FEO plays a vital leadership role in inspiring and leading the Unit, strategic and visionary planning, and shepherding the goals of the Department.


    Responsibilities:

    • Direct oversight and supervision of professional staff across multiple fiscal disciplines, and activities of a highly complex financial operation. Responsible for staff in actions having significant legal and political consequences.
    • Hire, train, and develop staff, ensuring compliance with departmental responsibilities. Determine optimal workplans and resource usage for balance and currency of work.
    • Develop and mentor staff for career path development and fulfillment, fostering a thriving, motivating, and professional staff culture, including fostering cooperation and teamwork.
    • Wholly direct and oversee areas of governmental accounting, trust accounting, fund accounting, auditing, financial reporting, analysis, internal controls, budgeting, and payroll. Includes general, dedicated, and grant funding sources along with oversight of resident account trust funds.
    • Ensure the effectiveness and compliance of financial programs, oversee financial management issues, identify problems, then develop, recommend, and implement solutions.
    • Lead process improvement and efficiency identification, planning, and implementation.
    • Provide professional accounting and financial advisory services, which include complex recommendations, analysis, and/or dashboard development. Utilize an outcome-based approach by applying data measures and executing data driven decisions.
    • Implement sound and compliant practices for successful audits and manage successful outcomes and adjustments of said audits.
    • Wholly develop and direct the establishment of sound compliant internal financial controls, minimize risk, and ensure the financial operation and reporting requirements are in compliance with applicable federal and state laws, policies, and fiscal/accounting standards and practices. Application of Governmental Accounting Standards Board (GASB) and/or Generally Accepted Accounting Principles (GAPP) is necessary.
    • Develop and/or direct the development of financial and administrative official documents used in executive decision making, policy application, and/or application of federal, state laws, policies, and standards.
    • Identify and collaborate on complex computerized accounting or auditing systems, leveraging technology for necessary requirements, greater efficiency, and workflow.
    • Prepare and present official written and oral professional communication and presentations for staff, business partners, stakeholders and operations to include training, major financial programs, and recommendations.
    • Engage in collaborative and harmonious relationships with all staff, business partners, stakeholders, and operations. Confer to resolve, discuss, and negotiate issues that commit the agency to a course of action. Garner input and buy in.
    • Participate as a critical member of the top leadership team of the agency. Proactively identify strategic and visionary opportunities, develop professional plans, and align with the goals of the agency. Serve on agency or state committees and/or workgroups, as requested.
    • Engage with residents/clients in a variety of means, to include in person interaction and facility visits. Occasional statewide travel may be necessary.


    Minimum Qualifications:

    • Bachelor’s degree in accounting or business with at least 20 semester credit hours in accounting. Experience managing the staff and activities of a financial operation. Typically gained by at least four years of management responsibilities of a professional staff in a financial operation.
    • Experience designing and implementing complex computerized accounting or auditing systems. Typically gained by at least three years of experience designing and implementing complex computerized accounting or auditing systems.
    • Experience preparing financial management documents and statements. Typically gained by at least two years of experience preparing annual reports, or similar types of actions for decision-making.
    • Experience identifying and resolving problems involving financial software systems. Typically gained by at least two years of experience dealing with problems such as the payroll system, collection of revenues, maintaining fixed assets, etc.
    • Experience preparing and making oral presentations. Typically gained by at least two years of experience as a manager/supervisor making presentations to the organizational director, top-level management, committees, etc.
    • Experience writing narrative reports setting forth conclusions and recommendations for consideration by top-level management. Typically gained by at least two years of experience as a manager/supervisor writing reports to the organizational director, top-level management, committees, etc.

    Specialty Requirements:

    • Good knowledge of long-term quality assurance goals, priorities, and performance standards.
    • Good knowledge of specialized auditing experience.
    • Good knowledge of management and leadership.
    • Good knowledge of reporting of federal grant funding.
