Environmental Engineer Senior

    The Department of Natural Resources is looking for a senior professional engineer to manage and coordinate the state sewage sludge (biosolids) program and serve as the lead for the non-funded municipal wastewater construction permit program in the Wastewater Engineering Section to ensure projects comply with the water quality standards and nutrient reduction strategy. The goal of this role is to enhance Iowa’s water quality to promote safe recreation, tourism, economic development and jobs growth throughout the state.

    The Biosolids Coordinator role includes being the technical expert for the State of Iowa providing senior technical leadership and engineering oversight of biosolids land application regulatory program, permitting, and the development and updating of program regulations. The Coordinator works in cooperation with the US Environmental Protections Agency to implement the program and provides regulatory and technical assistance to all internal and external stakeholders.

    This position is also responsible for providing senior leadership, engineering oversight and technical review of wastewater construction permit applications for complex and major municipal wastewater treatment and conveyance systems in the non-funded wastewater construction permit program and some projects in the Clean Water State Revolving Loan Fund (CWSRF) program, serving as a lead technical advisor for the non-funded construction permit program and coordinating assignment of non-funded wastewater projects to engineering staff. This position will also be responsible for mentoring, training, assessing growth, reviewing work of new and existing environmental engineering staff and sign off on their work.

    Essential Functions

    • Applies state design standards, engineering principles and engineering practices dealing with wastewater treatment and conveyance design and operation.
    • Understand and Review technical, administrative, and regulatory documents to assure projects comply with CWSRF regulations, permitting rules and requirements.
    • Read and understand technical documents and information for projects.
    • Use of personal computer for document development and develops reports using databases.
    • Works independently with minimal supervision.
    • Fluent and tactful communications both written and verbal in English to communicate with permittees, consulting engineers, stakeholders and the public.
    • Travels to remote sites for meetings and inspections driving a state vehicle or personal vehicle and mobility to inspect construction sites in rugged terrain.
    • Performs detailed project technical review and prepare comments for projects.
    • Performs complex civil and environmental engineering calculations.
    • Proficient with the necessary technical knowledge and experience to apply good engineering practices and state design standards in reviewing projects.
    • Prepares and makes technical presentations to stakeholders.
    • Demonstrates initiative, customer service and team orientation and display high standards of ethical conduct.
    • Adjusts to change, work pressures or difficult situations without undue stress.
    • Provide technical leadership to the section staff and lead design standards development and updates, draft rules and present at commissions and Administrative Rules Review Committee (ARRC).

    • Bachelor of Science degree in Engineering required. Preference will be given to degree in Civil or Environmental Engineering. Additional preference will be given to those with related work experience in design and/or design review of wastewater/water collection and treatment systems or advanced coursework and advanced degree in wastewater engineering.
    • Valid Class C driver’s license in order to drive a state vehicle or personal vehicle to travel for job duties.
    • Licensed Professional Engineer license in Civil or Environmental Engineering.

    Selectives

    097 Civil Engineering 6 months’ experience, 12 semester hours, or a combination of both in one or more of the following:

    • Survey crew
    • Construction inspector
    • Professional civil engineer Must be able to read blueprints, plans, and/or specifications.

    AND

    760 Wastewater 6 months’ experience in wastewater treatment which includes any of the following:

    • Design of wastewater treatment systems including controlled discharge lagoons, aerated lagoons, activated sludge treatment systems, or on-site systems for municipalities or industries or,
    • Issuing or preparing wastewater discharge operation permits for point source discharges of domestic wastewater or industrial discharges or,
    • Experience in calculating wasteload allocations or water quality based permit limits for point sources discharges

    AND

    650 Sanitary Engineering 6 months’ experience, 12 semester hours, or a combination of both in the engineering discipline concerned with the improved sanitation of human communities – such as assuring a supply of healthy drinking water, treatment of waste water and removing garbage from inhabited areas.

    AND

    182 Environmental Engineering 6 months’ experience, 12 semester hours, or a combination of both in the area of engineering that is centered on the technology concerned with the reduction of pollution, contamination, and deterioration of the surroundings in which humans live.

    Minimum Qualification Requirements

    Graduation from an accredited college or university with a Bachelor's Degree in Environmental, Sanitary, Civil, Chemical, Nuclear, Mechanical, Industrial, Agricultural, or Public Health Engineering and three years of full-time professional work in environmental engineering;

    OR

    an equivalent combination of education and experience substituting thirty semester hours of accredited graduate level course work in Environmental, Sanitary, Civil, Chemical, Mechanical, Industrial, Agricultural, or Public Health Engineering for each year of the required experience to a maximum substitution of two years;

    OR

    licensure as a Professional Engineer by the Iowa Board of Engineering Examiners.
