Employee Program Associate (Human Resources Specialist)

    • Bachelor’s degree and two years of relevant experience.

    • New York State government human resources experience preferred.

    • Experience in PayServ, NYSTEP, and HCM-NY applications preferred.

    • Excellent writing, speaking, and presentation skills.

    • Excellent organizational and communication skills.

    • Ability to deal with multiple priorities and competing deadlines.

    • Proficient skills in Microsoft Office Suite.

    • A satisfactory equivalent combination of appropriate experience and education as determined by the NYS Office of Employee Relations.
    Duties Description
    Under the supervision of the Director of Human Resources, and Administrative Officer, the Employee Program Associate (Human Resources Specialist) provides professional support for the overall human resources operations for the Office of Employee Relations (OER), the New York State Labor-Management Committees (LMCs), and the New York State Deferred Compensation Board (DCB).

    Duties include but not limited to:

    • Work with program managers to identify staffing needs. Prepare vacancy postings/job descriptions to be sent to the Governor’s Appointments Office. Prepare Budget Director’s Approval (BDA) documentation.

    • Advise program staff on classification matters; research and analyze requests for new positions, reclassifications, and related classification matters, and recommend appropriate action; prepare classification requests and supporting documentation. Keep current on State classification and compensation standards and regulations.

    • Assist in the implementation of the State’s time and attendance rules. Provide guidance to agency supervisors in the administration of these rules in their units.

    • Assist agency supervisors with employee relations issues. Provide guidance based on knowledge of Civil Service Law and Rules and Regulations. Alert agency management to labor relations issues, making suggestions for resolution or prevention.

    • Implement the annual statewide mandatory training program for all employees. Work with program managers to identify staff development needs. Arrange for agency staff to attend programs offered by State agencies.

    • Work with program managers to identify policymakers/threshold files. Enter FDS filer information in COELIG’s tracking system.

    • Assist with managing the Agency’s performance evaluations and programs. Develop and maintain effective procedures for timely probationary performance evaluations/programs. Review employee evaluations to identify potential issues and assist in training on effective techniques of performance evaluation/programs.

    • Assist with advising program managers, supervisors and employees on applicable laws, rules, directives or negotiated agreements that affect the appointment, promotion, termination, or salary of employees.

    • Support the Business Services Center (BSC) with the administration of the State’s payroll (PayServ) and personnel transactions (NYSTEP). Ensure all deadlines are met, appropriate information is submitted timely, paychecks are issued timely and accurately, and all employee status transactions occur as required.

    • Support the BSC with the implementation of benefit programs for State employees. Ensure accurate employee information is provided and recorded by the BSC, and benefit information provided is readily available to all employees.

    • Conduct employee orientations. Oversee completion of all necessary forms related to onboarding.

    • Assist with administering the Agency Telecommuting Program.

    • Assist with Internal Controls for the Human Resources Office.

    • Assist with the OER/LMC Professional Development Program.

    • Assist with special assignments/projects as appropriate and necessary.
