    Salary: $125,652 - $169,357

    Reports to: Assistant Superintendent, Human Resources

    Bargaining Unit: Non-Union

    Telecommuting Eligibility: Hybrid eligible. Eligible for up to 40% telecommuting, pursuant to District administrative guidelines and sufficient completion of onboarding and probationary period.

    Position Summary

    The Executive Director is a member of the Human Resources Leadership Team, maintains and implements employee related policies and services to the district to promote and ensure the existence of a work environment free of discrimination and harassment, and compliance with work rules and related policies. The Executive Director is responsible for ensuring that employee health benefits are administered effectively and that all Family Medical Leave Act (FMLA) and Americans with Disabilities Act (ADA) laws, regulations and procedures are followed.

    The Executive Director manages the execution of policies related to employee discipline, resolution of work rule/policy infractions, job performance claims, teacher tenure charges, and employee complaints. The Executive Director also leads the development and implementation of preventative training on the investigation, handling and resolution of civil rights complaints, and the handling and resolution of work rule and/or policy infractions.

    Minimum Qualifications

    Education:

    • Bachelor's degree from an accredited college or university required, in combination with significant experience in law, employee or labor relations.

    • Juris Doctor Degree and license to practice law, or graduate degree in Labor or Management Relations or related degree strongly preferred.

    Experience:

    • 10 years progressively more responsible related experience, including a minimum of five (5) years' experience in the practice of law, or in the human resources discipline of labor and employee relations.

    • At least five (5) years of progressive employee/labor relations/benefits experience

    • At least five (5) years of experience successfully managing teams toward achieving ambitious outcomes

    • Familiarity with and / or experience working with online HR data systems

    • Prior experience with Office 365 applications

    • Experience with Peoplesoft 9 or related HRIS strongly preferred

    Essential Functions

    • Select, develop and evaluate staff members for Employee Relations, Employee Health Services and Employee Benefits

    • Maintain records and files in a confidential manner consistent with federal and state regulations

    • Develop and maintain department budgets and ensure expenses are in line with approved budgets

    • Ensure data related to Employee Relations, Employee Health Services and Benefits is collected, analyzed, reported and used to drive strategic decisions

    • Work closely with worksite administrators and Principals to ensure employee relations issues at the school level are addressed effectively

    • Assist administrators/supervisors in the interpretation of school district work rules, regulations, policies and procedures as they relate to employee conduct

    • Oversee administrative hearing processes for teacher tenure, disciplinary actions, work rule violations and discrimination/harassment claims.

    • Oversee the preparation of hearing summaries and discipline recommendations

    • Oversee the preparation of tenure charges for certificated teachers for approval by Board of Education, and implement statutory processes as required. Manage the submission of other Employee Relations recommendations to DPSCD Board for approval.

    • Attend and lead arbitration hearings and mediations as required

    • Monitor compliance to ensure a positive, productive, equitable work environment and to prevent discriminatory workplace practices.

    • Lead the development and delivery of training of staff on civil rights, disciplinary issues, FMLA and ADA

    • Serve as a thought partner to District administrators seeking guidance related to employee issues.

    • Ongoing review of federal and state law, district policies, work rules and labor contract agreements to reach findings on discrimination/harassment and disciplinary issues.

    • Design and codify process flows, operating principles and protocols to ensure the implementation of efficient, high-quality processes in alignment with HR department goals

    • Lead the execution of annual employee health benefit elections (open enrollment)

    • Oversee the selection and administration of employee health benefits and relevant voluntary benefits (if applicable)

    • Oversee the District's process to administer the Family Medical Leave Act (FMLA) and accompanying District leave policies

    • Collaborate with leaders in the Office of Human Resources to ensure that the team culture is positive, productive and focused on providing outstanding support to District employees and constituents.

    • Ensure that all Employee Relations, Benefits and Employee Health Services staff provide responsive, courteous and helpful customer service to the schools, staff and other stakeholders they serve

    • Oversee the Administrator Contract Non-renewal process; including issuance of notices, management and participation in nonrenewal meetings with DPSCD Board of Education

    • Fulfill other duties and responsibilities as assigned by the Assistant Superintendent

    Security Clearance:
