DIVISION COMMANDER

    The Sutter County Sheriff's Office is seeking a new Division Commander to join their team!

    Under direction, a Division Commander commands an assigned division within the Sheriff's Department, which may include the Patrol Division, Detective Division, Jail Division, or Training/Support Division.

    Performance Exam - Week of August 5th (specific date TBA)The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other related duties may be required and assigned.
    1. Plans, supervises, and directs operations and activities of an assigned division, which may include the Patrol Division, Detective Division, Jail Division, or Training/Support Division; assists in formulating policies and procedures for the division; interprets and enforces policies and procedures; coordinates division activities with those of other divisions, departments, or other agencies as appropriate; monitors division activities to ensure performance standards are maintained in accordance with department policy; reviews the work of subordinates; provides direction and guidance as needed.
    2. Supervises, directs and evaluates assigned staff, to include assigning work, handling employee concerns and problems, counseling, disciplining, and completing employee performance appraisals; coordinates training activities; develops work schedules; makes work assignments; regulates overtime and leave time.
    3. Assists in developing, preparing and maintaining divisional budget; monitors division expenditures.
    4. Develops and maintains statistics and records of the division; gathers, collates, maintains and utilizes information and statistics.
    5. Ensures preparation and maintenance of necessary reports and records; reviews and approves reports prepared by assigned staff.
    6. Receives/processes documentation associated with payroll and personnel (e.g., time sheets, overtime requests, requests for time off, etc.).
    7. Enforces all applicable codes, laws and regulations in order to protect life and property, prevent crime, and promote security.
    8. Participates in court activities; testifies in judicial proceedings.
    9. Coordinates and/or participates in special tactical team operations in response to situations involving hostages, barricaded persons, high-risk drug raids, missing person searches, riots, and other situations requiring special weapons and tactical team assistance; participates in related training activities.
    10. Assists other divisions, departments, or law enforcement agencies as needed; provides assistance and backup support to assigned staff or other supervisory staff; provides emergency response on a twenty-four hour basis as needed.
    11. Confers with staff, deputies, and others as necessary to obtain information or resolve problems; contacts command/supervisory personnel by radio, telephone, pager/beeper, voice mail, etc., for emergency response and critical incident communications.
    12. Creates/maintains positive public relations with the general public; educates the public on laws, law enforcement, crime prevention, drug abuse, etc.
    13. Responds to questions, complaints and requests for information/assistance by telephone or in person from the general public, court personnel, employees, officials, other agencies, the media, or other persons.
    14. Serves on various committees as assigned; attends meetings and conferences.
     Assignment to Patrol Unit may include:
    1. Supervises and participates in general sheriff deputy duties as needed; performs patrol to detect and deter criminal activity; conducts preliminary investigations; apprehends, arrests and processes criminals, fugitives and offenders; writes citations; administers first aid and CPR; serves warrants.
    2. Responds to major calls relayed by dispatchers, including domestic disputes, assaults, burglaries, traffic accidents, lost or missing persons searches, public service duties, stranded motorists, etc.; coordinates multi-agency calls; participates in difficult/sensitive situations; determines the need to call specialized personnel to major crime scenes.
    3. Commands all situations, incidents, police actions, etc., occurring until completion of situation.
    4. Supervises the entire patrol function and services in an efficient and effective manner, while exercising community relations.
    5. Responsible for the assignment, maintenance, and the budgeting of the Sheriff-Coroner vehicles.
    6. Provides advice, and or technical expertise to patrol personnel on most complex cases and or investigations.
    7. Plans/directs investigations, involving officers during stakeout and or surveillance etc.
    8. Directs operation of patrol auxiliary units, (patrol reserves, Sheriff's Posse, Aero squadron, Boat reserves, search and rescue etc.)
    9. Directs and/or conducts internal affairs investigations involving possible use of misconduct by officers.
    10. Handles or responds to complaints and or assistance by the public via telephone or in person regarding law enforcement and or other matters.
    11. Oversees the operation of the traffic radar unit, and or takes appropriate action in order to protect life and property.
     Assignment to Detective Division Unit may include:
    1. Directs and assists in conducting complex criminal investigations.
    2. Provides advice, consultation, and technical expertise to detectives on all cases and investigations.
    3. Plans and directs investigations, surveillance, use of informants, and involvement of other officers.
    4. Supervises and participates in conducting investigations into financial, juvenile, vice, homicide, narcotic, auto theft, property, robbery, assault, gang-related, and other crimes; examines crime scenes for clues and evidence; collects, evaluates and preserves evidence; interviews witnesses and suspects; conducts searches, stakeouts and undercover operations; documents investigative information; makes arrests.
    5. Formulates, implements and conducts strategic operations leading to potential arrest of suspects; conducts stakeouts and undercover operations as necessary.
    6. Prepares detailed investigative reports and records; reviews investigative information; assists in determining whether cases are ready for prosecution; assists in preparing cases for prosecution.
    7. Oversees maintenance of special fund used in conducting drug investigations.
    8. Directs and/or conducts internal affairs investigations involving possible use of excessive force, dishonesty, brutality, shooting, use of intoxicants, improper conduct, neglect of duty, improper tactics, etc., or other inappropriate action on the part of departmental employees.
     Assignment to Jail may include:
    1. Directs operations of jail facilities and court bailiffs.
    2. Supervises enforcement of facility policies and procedures, maintenance of inmate discipline, and maintenance of a secure and peaceful environment in the facility.
    3. Ensures the general health, welfare, security and safety of inmates; directs provision of services involving housing, meals, commissary, mail, visitation, telephone, and medical needs.
    4. Directs jail facility security; prepares for quarterly inspections for fire, health, nutrition, and Board of Corrections.
    5. Responds to inmate grievances; acts as final appeal for inmate grievances.
    6. Directs the production of all required federal, state and local reports and billings.
    7. Oversees accounting and depositing of all bail, fines, work furlough/release monies; monitors inmate welfare fund.
     Assignment to Training/Support may include:
    1. Directs activities of the Communications Division, Records Division, Training Division and Civil Division.
    2. Reviews all concealed weapon permit applications.
    3. Reviews and monitors software updates of computer systems in Communications and Training Divisions.
    Knowledge of:  Law enforcement administration and accepted principles, practices and procedures; basic principles associated with the preparation, maintenance and administration of budgets; principles and methods of supervision, training, and employee development; applicable federal, state and local laws, criminal and traffic codes, juvenile laws, search and seizure laws, county ordinances, and departmental policies, procedures, rules, regulations and functions related to the performance of duties; rules and laws governing custody of suspects and procurement of appropriate warrants; principles, procedures and methods utilized in crime prevention, detection, investigation, police record maintenance, fingerprinting, and court procedures; general law enforcement techniques and procedures, and traffic investigation techniques; criminal investigation techniques/procedures; methods used in the identification and preservation of physical evidence; the judicial system, court procedures, and presentation of evidence in court proceedings; occupational hazards and safety techniques; the county road system and geographical layout of the area; first aid and CPR techniques; radio codes used in public safety work; law enforcement and emergency radio communication systems; standard and specialized police equipment, machinery, and tools; standard office equipment; basic mathematics; and basic computer applications and techniques as they relate to performance of duties.
     
    Ability to:  Plan, direct and supervise the activities of the assigned division; effectively supervise and train subordinates; understand, interpret and apply rules, laws, ordinances, and departmental policies pertaining to law enforcement work; explain and interpret pertinent provisions of laws, ordinances and regulations; enforce laws firmly, tactfully, and with respect for the rights of others; restrain individuals without causing physical harm; react quickly and effectively under emergency conditions; effectively deal with personal danger; effectively interview and interrogate individuals; ascertain facts by personal contact, observation, and examination of records and take the proper course of action; accurately remember names, faces, numbers, and events; distinguish colors; perform and/or supervise the collection, interpretation and evaluation of data; validate conclusions; define and select alternatives; coordinate and initiate action necessary to implement recommendations of policy; prepare clear and concise reports and records; prepare and monitor budgets for the assigned division; establish and maintain effective working relationships with employees, officials, outside agencies, and the general public; communicate effectively both orally and in writing; operate firearms with proficiency in marksmanship; operate standard and specialized police equipment, machinery, and tools; operate departmental vehicles; operate standard office equipment; utilize various software programs relevant to the position.
     
    Education and Experience:  Education equivalent to completion of core course work from an accredited college A.S. degree program in police science or other approved related field and five years of full-time law enforcement work which would demonstrate possession of the above knowledge and abilities, including at least two years in a supervisory position at the rank of Sergeant or above.  Possession of a California Advanced POST Certificate may be substituted for the core course work, or any combination of education and experience that provides equivalent knowledge, skills, and abilities.Essential Duties require the following physical skills and work requirements:
    Ability to use firearms in a safe manner; ability to think and act quickly in emergencies; effectively deal with personal danger; maintain physical condition appropriate to the performance of assigned duties and responsibilities; operate assigned equipment and vehicles; perform semi-skilled repetitive movements, such as data entry; maintain effective audio-visual discrimination and perception needed for making observation and communicating with others. 
     
    License or Certificate:Must possess a POST Intermediate Certificate.  Must possess and maintain a valid California Driver's License.
