    Description of Position :

    Conducts operations in, from, and to space to deter conflict, defeat aggression, deliver space combat power for Joint / Combined force, and defend U.

    S, vital interest with allies and partners.

    Position Duties / Responsibilities :

    • Responsible for SATCOM Teleport and International Telecommunication Union (ITU) support to USSPACECOM J36.
    • Manages the DoD teleport infrastructure, advocates for capabilities, and synchronization across the enterprise.
    • Maintains the DoD MILSATCOM ITU strategy.
    • Coordinates with the DoD and other government entities to ensure USSPACECOM SATCOM equities are addressed.
    • Assess COCOM OPLAN requirements for planning and implementation.
    • Reviews, evaluates, and advises on the technical capabilities and mission applicability of current and emerging satellite systems, programmed terminals, communications control segment, and support systems.
    • Develop Capstone Requirements Document (CRD), Concepts of Operations (CONOPS) for new SATCOM systems.
    • Lead components, program managers, and SATCOM Systems Experts (SSEs) in providing current military and commercial SATCOM systems risk analysis.

    Key Skills & Abilities :

    • Broad knowledge of communications systems engineering and technical knowledge of current and emerging satellite communications systems.
    • In-depth knowledge of joint policy, military operations, doctrine the deliberate and contingency planning processes, the Planning, Programming and Budgeting System (PPBS) and the acquisition process.
    • Broad knowledge of established DoD Spectrum Management and Joint Spectrum Interference Resolution (JSIR) process.
    • Skill in written and oral communication and the ability to gather facts, derive conclusions, and devise viable solutions to problems.
    • Advanced skill sufficient to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships with diverse groups and executive-level command management.
    • Keen ability to analyze the design, development and implementation of SATCOM and associated control and terminal programs used or for use by the DoD and agencies.

    Ability to assess the impact of programmatic changes on legacy and emerging SATCOM and terminal systems to meet operational requirements.

    Qualification Requirements :

    • Experience at the next lower grade / broadband level or equivalent in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.
