Job Description: Provide on-site support of NIWC Pacific’s Security Programs which includes support for the Scientific and Technical Intelligence Liaison Officer (STILO), Special Security Office (SSO), Operations Security (OPSEC), Research and Technology Protection (RTP) and Supply Chain Risk Management (SCRM) to NIWC Pacific, NAVWAR Headquarters (HQ), and supported Program Executive Offices (PEOs). The STILO office supports Science and Technology, Research and Development Projects and Acquisition Programs of Record (PORs) in the areas of Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) from NAVWAR and NIWC Pacific by obtaining, disseminating, and interpreting this intelligence information for acquisition program managers, scientists and engineering personnel. STILO support encompasses research via the JWICS, SIPRNET, Router Network (NIPR), and coordination with the appropriate Intelligence Community (IC) Analysts on obtaining this intelligence information. STILO support encompasses exposure to technological and programmatic information and the use and protection of intelligence related threat data consistent with existing DoD and Navy policies and procedures.
Tasks:
Acquisition Intelligence Support. Support acquisition program office personnel in obtaining a Validated On-line Lifecycle Threat (VOLT) Page, developing Critical Intelligence Parameters (CIPs) and Lifecycle Mission Data Plans (LMDPs) for their specific PORs by coordinating with the IC for these requirements. The contractor shall support threat related Request for Information (RFIs) from NAVWAR and NIWC PAC personnel in support of their programs and projects. Provide daily program, analytical, and acquisition management support to senior level executives. Provides detail-oriented management of records, business research analysis, and valuation strategies.
Threat Briefings and Meetings. Support STILO hosted threat briefs and meetings that are in support of NAVWAR and NIWC PAC leadership, program offices and projects by coordinating with the appropriate IC organizations along with supporting other administrative and logistical requirements for these briefings and meetings. The contractor shall also develop and provide tailored threat briefings to command personnel based on research from validated intelligence sources and only as needed.
Other STILO Duties. Support other NAVWAR and NIWC PAC program and project requirements in terms of Intelligence Oversight, threat Modeling and Simulation (M&S), Foreign Material Acquisition (FMA) / Foreign Material Exploitation (FME) along with Foreign Military Intelligence Collection Activities (FORMICA). The contractor shall also update STILO NIPR, SIPR, and JWICS web pages along with STILO metrics and trackers.
Qualifications:
Education: Bachelor’s to Ph.D. level degree. Minimum: Bachelor’s degree or completion of formal Military/DOD intelligence training
Minimum Experience Required: 3 years.
Preferred Experience Required: None specified.
Security Clearance: TOP SECRET clearance with SCI access.
