Safety Specialist implements, manages and monitors safety programs, policies, and procedures that meet OSHA and other applicable requirements. Evaluates the organization's procedures, facilities and equipment by conducting inspections to identify unsafe conditions and to implement safeguards and solutions. Being a Safety Specialist ensures the organization complies with all current safety regulations and that all employees are aware of safety requirements and are prepared to follow safety procedures. Collects data and reports on all safety and accident events. Additionally, Safety Specialist may have additional responsibility for fire prevention, hazardous waste management, resource conservation, or other safety related activities depending on the industry and location. May require a bachelor's degree. Typically reports to a manager. The Safety Specialist occasionally directed in several aspects of the work.     SUMMARY

    This position performs safety oversight for multiple job sites. Training in OSHA requirements (OSHA 30) and certification required. Will be assisting with enforcing safety programs, and other duties as assigned. Manages, monitors, and advises United States Army Corp of Engineers (USACE) on all matters related to the Health and Safety of personnel and issues affecting/ impacting the project.

    Responsibilities

    ESSENTIAL DUTIES & RESPONSIBILITIES

    The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.

    • Provide daily site safety assessments and training for specific contractor activities (ie trenching, elevated work etc).
    • Review and assess contractor safety plans and activity hazard analysis (AHA) for multiple projects Certain job activities may require a substantial safety presence
    • Attend meetings as required
    • Alert USACE officials immediately of life safety issues that may require halting of activities.
    • Input safety reports into RMS daily reports
    • Revise and update the Area/Resident Office's Safety Plan.

    Qualifications

    QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

    Required (Minimum) Qualifications

    • Five (5) years of experience in vertical, flat, and heavy construction
    • EM385 1-1 40-hour Certification (can be obtained after employment)
    • OSHA 30 certification required
    • At least five (5) years of continuous industry safety experience in supervising/managing (safety programs, processes or conducting hazard analyses and developing controls).

    • Familiarity with the Microsoft Suite
    • Current favorable National Agency Check with Inquiry (NACI), in accordance with AR 380-67
    • Valid Driver’s License

    Preferred

    • Training in fire safety, health, security, sanitation inspections
    • CPR/1st Aid/AED certification
    • Familiarity with heavy construction and earth moving operation preferred

Specific vision abilities required by this job include close vision.

    WORK ENVIRONMENT

    Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job. 

    The employee will work in a temperature-controlled office environment, as well as on construction job sites. Job sites may be outdoors, or indoors. During visits to construction job sites, the individual may be exposed to: extreme cold or hot weather conditions, hazardous noise, fall hazards, heights in excess of 10 feet, confined spaces, excavations, live traffic, fumes, or airborne particles, toxic or caustic chemicals, hazardous materials, unexploded ordinance, and dimly lit areas.

     

    SUPERVISORY RESPONSIBILITIES

    • Supervisory responsibilities will be in the review of currently established practices, with an emphasis of ways to keep team members safe while performing a range of activities.

    ADDITIONAL QUALIFYING FACTORS

    As a condition of employment, may be required to pass a pre-employment drug screening, as well as have acceptable reference and background check results to obtain access to military base. Must have reliable transportation to/from work a necessity and must be able to obtain access to military installations.
