Regulatory Affairs Director oversees regulatory matters and executes the strategy to ensure the organization complies with applicable regulations. Develops processes and systems to ensure that all necessary licensing, filings, certifications, and permits are processed and monitored. Being a Regulatory Affairs Director establishes monitoring policies and procedures to ensure compliance with existing regulations. Anticipates new or changing regulations and coordinates with internal stakeholders to develop strategies to address changes in product, operations, or testing requirements. Additionally, Regulatory Affairs Director investigates and addresses any reported issues of non-compliance. Requires a bachelor's degree. Typically reports to a director. The Regulatory Affairs Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Regulatory Affairs Director typically requires 3+ years of managerial experience.     The State Of Vermont is looking for a Regulatory & Consumer Affairs Administrator. This position is part of DFR's Banking Licensing Team. This position reviews and coordinates the technical and administrative functions of the Banking Division's licensing program. Analyzes sophisticated financial, legal, and other technical documents submitted as application material for a license. Reviews license applications for lender, mortgage broker, sales finance company, money transmitter and debt adjuster to engage in business in Vermont, determines their eligibility for a license, and recommends appropriate action, such as issuance of a license, denial, revocation, or suspension.

    Environmental Factors

    Duties are performed in a standard office setting, as well as some offsite locations in Vermont and out of state. Occasional out of state travel and work outside normal hours may be required. Private means of transportation must be available for travel. There is significant interaction with the personnel of financial services firms and with attorneys, sometimes in adversarial situations.

    Minimum Qualifications

    Four years at or above a technical level in either: 1) the financial services operation and/or compliance field, or 2) professional experience in the audit or regulation of financial service companies.

    Preferred Qualifications

    Experience either as a financial services regulator or as a compliance officer for a financial institution/licensee is desirable.
