Recreational Therapist plans and directs medically approved therapeutic recreational programs for patients. Organizes activities according to patients' capabilities, needs, and interests. Being a Recreational Therapist conducts programs including symptom management, basic conversation skills, community re-entry, sports, gardening, dramatics, music, social activities, and arts and crafts. Prepares reports for patients' physicians describing individual patient symptoms and reactions to therapeutic programs. Additionally, Recreational Therapist conducts activity therapy assessment of a patient's strengths and needs, and recommends therapeutic activity. Documents progress on each patient. Requires a license/certification to practice from the National Council of Therapeutic Recreation Specialists. Requires a bachelor's degree. Typically reports to a manager. Requires to practice from the National Council of Therapeutic Recreation Specialists. Recreational Therapist's years of experience requirement may be unspecified.     The Director of Park, Recreational and Public Services works under the general direction of the City Manager and is responsible for providing high level departmental management, administrative, human, and financial direction, as well as planning, development, and operation of the following municipal functions: parks, open spaces, trails, recreation, cemetery and mosquito control services, recreational programs, and facilities. Work involves analyzing and monitoring the effectiveness of programs and business operations and assuming responsibility for the management, planning and supervision of assigned municipal functions. The Director prepares revenue and expense requests for the department and is responsible for administration and oversight of recreation facilitates and programs within financial benchmarks established by city management. Directorship requires excellent leadership ability, great communication skills, effective decision making, strategic thinking, and the ability to effect change and provide direction in program planning, development, and implementation

    ESSENTIAL DUTIES & RESPONSIBILITIES

    • Manage and supervise assigned functions, services, and programs to achieve goals within available resources; plan and organize workloads and staff assignments; review progress and direct changes as needed.
    • Directly supervise and provide leadership, coaching and mentoring to department personnel. Provide on-going review and feedback concerning departmental goals, projects, and priorities.
    • Manage and participate in the development and administration of the departmental budget; direct the forecast of additional funds needed for staffing, equipment, materials, and supplies; direct the monitoring and approval of expenditures; direct the preparation and implementation of budgetary adjustments as necessary. Prepare and administer large and complex budgets within established benchmarks; allocate limited resources in a cost-effective manner.
    • Participate on a variety of municipal and community boards subject to a variety of schedules; attend and participate in professional group meetings; stay abreast of new trends and developments in fields pertaining to assigned functions.
    • Provide leadership for departmental grant application development and management/administration.

     QUALIFICATIONS (A combination of the following, or the equivalent of, would be qualifying):

    • Operational characteristics and principles of a comprehensive parks and recreation department, along with cemetery operations and mosquito control/pest management.
    • Organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs.
    • Facilities and equipment used in a comprehensive park, recreation, cemetery, and mosquito control operations.
    • Advanced principles and practices of budget preparation and administration.
    • Principles of supervision, training, and performance evaluation.
    • Pertinent Federal, State, and local laws, codes, and regulations.
    • Safe driving principles and practices.
    • Occupational hazards and standard safety practices necessary in the areas of assigned responsibility.
    • Practices and principles of horticulture and landscape architecture.
