    Job Description

    About DTMB:
    The Department of Technology, Management and Budget supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems.

    About this position:
    This position will support the Michigan Department of Transportation (MDOT) which is responsible for Michigan’s 9,669-mile state highway system as well as state and federal transportation programs for aviation, intercity passenger services, rail freight, local public transit services, the Transportation Economic Development Fund (TEDF), and others.

    The Quality Assurance Specialist supports more than 240 IT systems. This position provides expertise and oversight for all automation testing initiatives. This position is responsible for understanding MDOT and DTMB quality objectives and developing processes and strategic plans that ensure applications are delivered meeting quality standards. The Quality Assurance Specialist will serve as the Subject Matter Expert, ensuring compliance, for all IT project testing activities and deliverables, in accordance with the State Unified Information Technology Environment (SUITE) standards and SOM IT Governance. In addition, the Quality Assurance Specialist is responsible for selecting, maintaining and integrating the appropriate set of tools, processes and procedures to ensure all key quality processes are able to be implemented and maintained, including but not limited to: requirements traceability, test automation, test case and test result repositories, defect remediation tools, test data management plans, etc.

    Position Location:
    This position is located in Lansing, MI. This position may work a hybrid (remote/office) schedule with 2 days required in the office per week. Selected candidates who have been approved to work a hybrid schedule must complete that work within Michigan. Candidates should confirm work location and schedule at the time of interview.

    Signing Bonus:
    This position may be eligible for a sign-on bonus up to $2,500. Up to $1,250 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period). This does not apply to current state employees.

    Required Education and Experience

    Education and Experience
    Possession of a bachelor's degree with at least 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.

    Experience
    Information Technology Specialist 14
    Three years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.

    Alternate Education and Experience

    An associate's degree with 16 semester (24 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, mathematics or equivalent; and at least two years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.

    At least an educational level typically acquired through the completion of high school and at least three years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
