    Nature of Work: This is professional civil rights work in the Human Rights and Relations Department. Work focuses on investigation of discrimination allegations and education and outreach regarding laws against discrimination, in the field and office. Responsibilities includes intake, investigation, settlement negotiation, preparation and presentation of training seminars and outreach. Incumbents interpret and apply human rights laws and regulations as appropriate to each case under investigation. Work is performed with relative independence but is reviewed by an assigned supervisor.

    Education and Experience: The knowledge, skills, and abilities may be acquired through, but are not limited to, the following combination of education and/or experience.

    Bachelor's degree AND Two (2) years of progressively responsible experience in any of the following: the application of civil rights laws and regulations; processing complaints alleging discrimination in Employment, housing, public accommodations or civil and human rights

    OR

    Six (6) years of progressively responsible experience in any of the following: the application of civil rights laws and regulations; processing complaints alleging discrimination in employment, housing, public accommodations or civil and human rights

    Special Qualifications: Must be able to transport oneself or coordinate transportation to work sites throughout the City during the course of the work day

    Preferred Qualifications: Spanish fluency preferred

    Pay Range: $60,216.00 with step increases to $78,977.60 Annually

    Benefits: Forty-hour work week. Paid leave per year: twelve days vacation; five days management; fifteen days sick; and fourteen holidays.     Examination Information: The examination will consist of a training and experience form designed to assess job-related knowledge, skills, and abilities of the position. The training and experience form will be given to candidates once their application has been received, reviewed by a recruiter, and accepted to test for the position. The form must be completed and returned to the Human Resources Department by June 4, 2024 (passing score 60%). Final eligibility list will be the training and experience form weighted 100%.

    Veteran Points: To claim five (5) points for veteran’s preference, you must submit proof of service (such as a DD-214) that includes the date of induction, date of honorable separation, and Social Security number. (You must have completed more than 180 consecutive days of active duty.) To receive an additional five (5) points credit for disability, you must submit proof of eligibility from the United States Department of Veterans Affairs dated within the last 12 months. This information must be submitted to the Human Resources Department by June 4, 2024.

    Required Knowledge, Skills, and Abilities:

    • Knowledge of English usage and grammar
    • Knowledge of investigative or research techniques and federal, state, and local civil rights laws
    • Knowledge of investigative intake techniques
    • Knowledge of and ability to operate a computer or other technology using standard or customized computer or systems software applications appropriate to the assigned tasks
    • Ability to conduct effective personal interviews
    • Ability to handle complex intake scenarios
    • Ability to learn and adapt to advances in computer and electronics device technology and software
    • Ability to establish and maintain effective working relationships with fellow employees, community partners, and with members of the general public
    • Ability to organize and analyze data and problems to make responsible recommendations for solution in accordance with human rights laws and regulations
    • Ability to develop lesson plans and training aids for public education programs
    • Ability to prepare and negotiate contract compliance agreements
    • Ability to effectively communicate in order to gather information on alleged discrimination cases and present training seminars
    • Ability to understand written or oral instructions
    • Ability to adhere to safety policies, procedures, and guidelines
    • Ability to sit 76 to 100% of the time; to bend, stoop, and reach from 51 to 75% of the time; and to stand and walk from 26 to 50% of the time
    • Ability to move objects weighing up to ten (10) pounds 0 to 33% of the time

    Essential Functions: Any one position may not perform all of the duties listed, nor do the listed examples include all of the duties that may be performed in positions allocated to this class.

    • Investigates charges of discrimination by completing intake, gathering complete data, conducting legal research, analyzing results, and preparing case review summaries.
    • Negotiates settlements to charges of discrimination with parties involved in accordance with acceptable department standards.
    • Prepares lesson plans and training aides for public education programs to identify and correct unlawful discrimination.
    • Presents equal employment opportunity, fair housing and public accommodation seminars to public, civic, and private groups.
    • Performs outreach activities.
    • Performs site visits.
    • Maintains regular job attendance in accordance with a schedule established for the position by the supervisor.
    • Performs other related duties as assigned or as the situation dictates within the scope of this classification.
