Product Development Director plans and directs the resources and processes required to implement the vision and strategy for new product development and product lifecycle management of existing products. Establishes research and concept development projects and capabilities to innovate new products, product enhancements, and product redesign. Being a Product Development Director conducts market analysis and interacts with customers and prospects to identify new markets, articulate the value proposition, define requirements, and lead the development of a product roadmap. Oversees new product development and collaboration with internal stakeholders, including marketing, sales, and manufacturing, to ensure that new and existing products support the organization's financial goals. Additionally, Product Development Director develops teams with the knowledge and expertise to fulfill product development objectives. Requires a bachelor's degree. Typically reports to senior management. The Product Development Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Product Development Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     Job Summary: Responsible for directing Career Development Services department which includes academic education, career technical training, Work based learning, counseling, career transition services.

    Duties/Responsibilities:

    • Must model the Company Core Values and the operating principles at all times. 
    • Must create and sustain positive working relationships with co-workers.
    • This is a senior management position and the employee may serve as Acting Center Director and Weekend Duty Officer.
    • Assists students in adjusting to Center life to enhance student retention by providing supervision, behavior modification, counseling, and by acting as a positive role model and mentor. 
    • Employee provides, and ensures staff assigned to their supervision provide, services that meet the needs of students in a timely professional manner with the highest degree of customer service in mind.
    • Adheres to all PRH and CSDC policies and procedures, and the Standard Operating Procedures.
    • Maintains confidentiality but reports significant events or situations immediately through approved channels to ensure the health, safety, and well-being of students and staff. Ensures that required reporting occurs and that students receive emergency services as needed.
    • Facilitates prompt and appropriate assistance to students in the event of injury, illness, or emotional trauma.
    • Ensures equipment and assigned work areas are clean and maintained in accordance with Center, CSD, and DOL standards, including conducting quarterly property counts, submitting property relocation requests, may serve as a property custodian, and submits maintenance requests as needed.
    • Supervises assigned staff, reviews, and approves requests for time off, and may be required to arrange substitute staff coverage. Reviews for accuracy and approved assigned staff timesheets.
    • Conducts interviews of perspective new employees and makes recommendations for, or against hire, based on state and federal laws, and company policy.
    • Conducts formal performance evaluations for staff under supervision in a timely manner and provides regular and ongoing performance feedback.
    • Responsible for the performance management of all employees under supervision including issuing Behavior Modification Agreements in conjunction with Human Resources and following the chain of command in accordance with CSD’s code of staff conduct.
    • Responsible for ensuring that assigned staff under supervision maintain an orderly, safe, clean, and healthy living environment within areas of responsibility.
    • Assists in preparing staff schedule and weekly, monthly, quarterly, and annual reports as assigned.
    • May be assigned to supervise an activity, a special event (either on or off center), or in other program areas as assigned on a temporary, periodic, or regular basis.
    • Responsible for initiating and reviewing student records, student files, ESPs, case notes, forms, and report accuracy. Ensure they are complete, timely, and in compliance with PRH and company polices.
    • Supervises Career Development staff which may include CPP, Academics, CTT, Career Counseling, WBL and CTS departments.
    • Be aware and familiar with the National Job Corps Office priorities, Regional Office priorities, and company initiatives ensuring the incorporation into the Center goals.
    • Ensures that the Center maintains the highest level of data integrity in all reporting of Center statistics and metrics. Ensures full implementation of the Quality Assurance Plan & Procedures as appropriate.
    • Accountable for outcomes on student satisfaction surveys.
    • Coordinates and provides direction for, National Training Contractor regional staff, and off-Center training providers, provides directions to NTC staff in compliance with MOU. 
    • Coordinates the development of the Center’s annual CTST Plan.
    • Plans, prepares, and responsible for operating within approved budgets.
    • Attends weekly management meetings, conducts department meetings at least monthly, to communicate Center, national, regional, and corporate priorities.

    • Receives weekly, monthly, and annual reports and verifies accuracy. Screens and monitors placement information and evaluates performance of staff.
    • Establishes and maintains close communication with the Center Director and administrative staff.
    • Ensures that Career Development offices and classrooms have adequate supplies and equipment.
    • Meets with staff regularly as needed at all remote sites.
    • Evaluates and seeks trends in relation to labor market information to review vocational training offerings. Supervises trade changes and completes trade change requests.
    • Develops Comprehensive Plan on a yearly basis.
    • Prepares Center Evaluation Information Report (CEIR).
    • Assists in the coordination of linkages.
    • Attends WIOA and Local Board meetings as assigned.
    • Provides orientation regarding Job Corps to external resources.
    • Keeps staff informed regarding changes in the program.
    • Trains and cross-trains staff.
    • Visits agencies, businesses, and other job-related resources.
    • Coordinates the Workforce Council in conjunction with other center staff. Attends training seminars and conferences to keep abreast of changes and trends.
    • Promotes activities geared towards employability.
    • Ensures case documentation is up-to-date and available for Department of Labor and Corporate audits.
    • Ensures staff complete Evaluations of Student Program (ESP’s) in a timely manner for students in assigned areas and that they participate in evaluation panels. Provides other behavior and progress assessments as requested.
    • Develops and updates the Center’s CDSS Plan and other SOPs. 
    • Oversite of the Center Disability Program. 
    • Responsible for insuring that departmental equal employment and affirmative action goals and objective are met.
    • Attends required staff training sessions.
    • Performs other duties as assigned.



    Requirements

    Qualifications:

    Minimum: Bachelor’s degree in Education or a closely related field. Must have 15 semester hours of undergraduate course work in Education. Two years of counseling experience, one of which was in a supervisory capacity.

    Preferred: Master’s degree in Education or a closely related field. State teaching credential. Previous work experience in education and training or Job Corps. Knowledge of special education law.

    Knowledge: Sound knowledge of counseling and supervisory techniques. Must be able to effectively communicate with culturally disadvantaged and minority youth. Must possess a valid state driver’s license. Excellent communication skill, both oral and written. Must obtain and maintain valid CPR/FA certification. Good organizational skills. Ability to inspire and motivate staff. Employment counseling experience.
