    The Department of Community Resources (DCR) through its Community Resource Center, supports the core departments of Mecklenburg County Health and Human Services (HHS) in doing their business through an integrated service delivery model of subject-matter experts from each core department and community partners who provide services to County residents in our HHS Community Resource Center. In addition, DCR is responsible for administering Child Support Services, Economic Services, MeckSuccess, HOMES, and Unified Workforce Development programs, as well as Integrated Health and Human Services Mail Services.


    Position Specific Information

    Responsible for providing data analysis, policy research, and performance monitoring for the Economic Services Division.

    Our analysts perform a wide range of tasks including:

    • Entering, extracting, cleaning, and merging data;
    • Developing and managing databases;
    • Developing and managing dashboards;
    • Developing, administering, and analyzing questionnaires;
    • Assisting in the development and monitoring of strategic plans and performance measures;
    • Conducting secondary research; and
    • Producing professional reports and presentations using descriptive and inferential statistics.

    Position will be located at the Wallace H. Kuralt Center, 301 Billingsley Road, Charlotte, NC.

    Business hours are Monday – Friday, 8 am to 5 pm.


    Position Summary

    Performs research and analysis for an assigned County Department or Division. This position works independently and is responsible for managing projects, advising management on results and recommending necessary adjustments to department procedures.


    Essential Functions

    • Conduct research and analysis and advise management on results.
    • Recommend necessary adjustments to department procedures.
    • Work under the guidance of department management on strategic projects to include assisting in the establishment of goals and objectives.
    • Respond to requests from State, County, local municipality government, or community stakeholders.
    • Manage various projects aligned with Strategic Business Plan goals.
    • Gather and organizes information about the problem to be solved or the procedure to be improved.
    • Interview personnel and conducts on-site observations to determine the methods, equipment, and personnel that will be needed.
    • Analyze financial and other data, including revenue, expenditure, customer, resource centers, and employment reports.
    • Develop solutions or alternative practices.
    • Recommend new systems, procedures, or organizational changes.
    • Make recommendations to management through presentations or written reports.
    • Confer with managers to ensure that the changes are working.

    Mecklenburg County Community Resources: Respond in cases of urgent and/or emergent events that require public health interventions. Employees may be trained for and assigned duties unrelated to their regular work; work outside normal business hours and workdays and/or in a different work location may be required. Emergency events include, but are not limited to, communicable disease outbreaks, severe weather situations (e.g. snow or ice storms, tornados, hurricanes), natural disasters (e.g. earthquakes), fire, or power outages, and acts of terrorism. This includes service on the emergency management team on a two-year rotating cycle.


    Minimum Qualifications

    Experience:

    Minimum of two years experience in a related field.

    Education:

    Bachelor’s degree in Business Administration, Public Administration, Data Analytics or a related field.

    Licenses and Certifications

    • May require a valid North Carolina or South Carolina Driver's License
    • May require an Annual Motor Vehicle Record (MVR) check
    • May require County Driving Privileges

    Preferred Qualifications

    Master’s degree in Business Administration, Public Administration, or a related field.

    Advanced degree in social sciences, economics, statistics, informatics, or mathematics.

    Excellent written and oral communication skills.

    Training and experience in applying research methodology and performing statistical analysis.

    Strong attention to detail, quality, and accuracy.

    Strong analytical and mathematical abilities.

    Fluency in MS Word, Excel Dashboards, Excel Pivot Tables and Power BI.

    Practiced in data visualization.

    Highly organized and capable of managing complex tasks simultaneously.

    Able to establish and maintain positive and effective relationships with customers.

    Able to work under minimal supervision.

    Knowledge of performance management concepts.

    Knowledge of social service programs.

    Bilingual (Spanish and English) proficiency (oral and written).
