Payroll Director directs all aspects of payroll processing operations. Establishes and oversees payroll processes and procedures for routine processing, tax reporting and internal financial requirements. Being a Payroll Director designs short-term and long-term strategies to achieve continuous improvement and efficiencies in payroll processing and delivery operations. Keeps stakeholders informed about the status of payroll laws and regulations and develops implementation plans for required changes to operations. Additionally, Payroll Director requires a bachelor's degree. Typically reports to senior management. The Payroll Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Payroll Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     ESSENTIAL DUTIES AND RESPONSIBILITIES:

    • Provide outstanding customer service to guests and all other employees by exceeding our mission statement.
    • Responsible for the execution, coordination, and oversight of daily payroll operations.
    • Managing the design, implementation, administration, governance, and ongoing operations of the company’s payroll and certified payroll reporting.
    • Develops and implements approved departmental payroll policies and procedures.
    • Improves on current processes/procedures for accuracy, efficiency to align with company’s strategies and objectives.
    • Ensures a timely and accurate submission of local, state, and federal tax reporting and deductions.
    • Maintains compliance with both state and federal hour/wage regulations.
    • Ensures all systems and internal controls adequately support the full-cycle payroll processes, employment taxes, applicable labor laws, reporting, prevailing wage.
    • Audits and improves on payroll procedures including; earning, garnishments, tax withholdings, etc.
    • Ensure timely and accurate submission of all relevant federal, state and local tax reporting and deductions.
    • Assist with insurance policy renewals, claims, certificates of insurance, budget planning and risk minimization programs.
    • Monitor and report on key performance, accuracy on metrics, and department targets/goals.
    • Responsible for maintaining confidential records including both payroll and employee information in a secure location.
    • Functions as primary contact for internal, state, federal, HR, and Payroll audits.
    • Prepare entries to accounts such as general ledger accounts, documenting payroll accounting activity.
    • Direct compilation and preparation of other payroll data such as hours worked, pension and insurance costs, and 401k plan.
    • Assist with insurance policy renewals, claims, certificates of insurance, budget planning and risk minimization programs.
    • Works with the Finance department, Legal, Human Resources, and/or external vendors/consultants on completion of internal/external audits.
    • Ensure compliance of tax reconciliation, filling returns, and W-2 issuance.
    • Maintain excellent communications with all VPs, Directors, and Managers.
    • Ensures accurately balancing payroll accounts after resolving discrepancies.
    • Comprehensive understanding of forecasting, budgeting, scheduling, productivity, inventory controls (if applicable), P&L analysis, and cost controls.
    • Prepare necessary data for the budget in area of responsibility; project annual costs and monitor actual results; take corrective action where necessary.
    • Keep abreast of competitive changes including industry trends and local competitive set.
    • Develop, maintain and nurture a positive work environment.
    • Responsible for maintaining a disciplined environment and implementing practices that promote safety, quality and productivity.
    • Coordinate and supervise training, assignments, and development of subordinates.
    • Ensure compliance with all Minimum Internal Control Standards (MICS) as well as all Tribal Internal Control Standards (TICS).
    • Present a positive image of the Tribal organization to its guests and vendors and to assist them as required.
    • Must follow all safety policies and procedures and attend all scheduled safety meetings and training as a condition of employment.
    • Able to make difficult decisions in a fair and honest manner.
    • Strong verbal and written communication skills.
    • Perform any other duties that may be assigned from time to time.

    SUPERVISORY RESPONSIBILITIES:

    Manage directly and indirectly all employees of the Payroll Department. Adhere to the Tribal organization’s policies, procedures and applicable laws.

    Responsible for the overall direction, coordination, and evaluation of this unit.

    Carry out supervisory responsibilities which include but are not limited to; interviewing and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

    EDUCATION AND EXPERIENCE (MUST BE DOCUMENTED):

    • Bachelor’s degree preferred in related field (or equivalent experience) in business, finance, or accounting.
    • Eight (8) years equivalent Supervisory/Management experience.
    • Ten years (10) of payroll operations.
    • Experience with public works is preferred.
    • Oracle HRIS system experience is preferred.
    • Construction and/or commercial contracting industry experience is preferred.
    • Certification as a CCP, CBP, or SHRM-SCP is preferred.

    CERTIFICATION, LICENSES AND ANY ADDITIONAL REQUIREMENTS:

    • Must pass periodic random drug screens.
    • Must be able to pass background suitability investigation.
    • Must obtain a Tribal Gaming License.
    • Must obtain all other applicable certifications and licenses.
    • Must provide proof of eligibility to work in the United States within 72 hours of employment.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. Employees may be occasionally required to work in low light conditions and may be exposed to loud noise for extended periods.

    • Some enterprises are open 24 hours per day, 7 days per week; therefore, you must be flexible to work any and all hours.

    • Some enterprises are not in a smoke-free environment.
    • Surveillance cameras and audio equipment monitor the premises recording activity throughout most of the facilities 24 hours per day, 7 days per week basis.

    The origins of the 29 Palms Band of Mission Indians can be traced back to the Chemeheuvi, a peaceful and nomadic tribe whose territory once covered large expanses of Utah, Arizona and Southern Nevada. In 1867, a group of Chemeheuvi migrated west to the Oasis of modern day Twentynine Palms. The Twenty-Nine Palms Band of Mission Indians are their descendants.
