Job Summary:
The Assistant Director of Medical and Outpatient Services is an integral member of the Executive Leadership Team, reporting to the Medical Director. The successful candidate will apply advanced psychiatric nursing, behavioral health program management, and comprehensive clinical expertise. This position is responsible for service delivery across the nursing and outpatient programs, employee performance, strategic planning, budgeting, and regulatory compliance.
Oversight of services includes the Community and Clinic Nursing programs and Outpatient Services which encompasses Forensic & Psychological Services, Assertive Community Treatment, and Behavioral Health Outpatient Services. These programs provide evidence-based treatment services for youth, adults, and their families who have a history of mental illness, substance use disorders, and developmental services.
The Assistant Director of Medical and Outpatient Services will:
· Work at an autonomous practice level and apply expert knowledge of psychiatric disorders to provide and oversee psychiatric services and psychopharmacologic management of individuals with chronic mental illness, substance use disorders, and developmental services.
· Provide leadership, administrative oversight, and accountability for the delivery of treatment plans and services for nursing and outpatient services programs.
· Oversee the delivery of individual, family, and group psychotherapy services for individuals and families affected by mental health and/or substance use disorders, using evidence-based practices where applicable.
· Supervise the outpatient service program located across multiple locations, including two outpatient clinics, the adult and juvenile detention centers, and the youth shelter.
· Provide supervision for the delivery of nursing services across multiple locations, including two outpatient clinics, community group homes, and supervised and residential facilities.
· Cultivate and lead inter-agency collaborative partnerships with the Loudoun County Public Schools, Child Protective Services, Juvenile Court Services, Adult Probation & Paroles, etc. and private service entities to ensure comprehensive care and services.
· Leverage strategic planning and leadership skills to assess, identify, and present service enhancement opportunities; guide complex and cross-functional initiatives from inception to delivery.
· Contribute to the annual budget planning process, manage approved program budgets, monitor resource allocations, oversee vendor contracts, and secure available grant funding.
· Represent the nursing and outpatient services programs; communicate and present program information, performance measures, and recommendations to the MHSADS Executive Leadership Team, the Board of Supervisors, and community stakeholders.
· Ensure all Department, County, State, and Federal procedural and regulatory compliance standards are met.
Minimum Qualifications:
· Master’s degree from an accredited college or university in nursing, preferably with advanced coursework in Business Administration or Public Health; five (5) years of related work experience in behavioral health with increasing responsibility including three (3) years in a supervisory or management role; or equivalent combination of education and experience.
· Current valid license as a Registered Nurse or Nurse Practitioner in Virginia.
· American Red Cross First Aid/AED/CPR, Therapeutic Options (TO) or behavioral de-escalation training, and OSHA-required certifications.
Preferred Qualifications:
· Candidates with a Psychiatric Mental Health Nurse Practitioner Board Certification (PMHNP) and license to practice autonomously as a Psychiatric & Mental Health Nurse Practitioner in Virginia with DEA registration and State Controlled Substance License II-V.
· Previous experience working in a government or public sector community service executive leadership role.
· Demonstrated management skills, leading both nursing and outpatient behavioral health clinical teams.
· Bilingual (Spanish-English) and multi-lingual candidates strongly encouraged to apply.
