SUMMARY The Database Administrator will support the FMWF program at Ellsworth AFB, for the Air Force Financial Services Center. This program uses components of the IBM ToolSuite, comprised of a system of products (FM Workflow application, Resource Manager, Records Manager, DB2, WebSphere Application Server, Content Manger/Records Enabler, II4C, Environment, AFIMSC formally Air Force Financial Services Center (AFFSC)). The system is in sustainment, but requires enhancing capability, implementing customer requirements and developing processes which allow the system to comply with Air Force security mandates, changes driven by interfacing partners and other facets of operation. ESSENTIAL DUTIES AND RESPONSIBILITIES Essential duties and responsibilities include the following. Other duties may be assigned. Applies specialized detailed Air Force Information Technology and functional SA knowledge to particular tasks. Operates in a mission orientated fast-paced type environment for the multiple systems and networks supporting AFFSO. Managing the databases that support AFFSO systems. Communicates effectively with system engineers to manage databases. Defines procedures, software toolsets and supporting peripherals to facilitate the network system operations at AFFSO. Monitors system resources and performs analysis of system functionality as well as troubleshoots system problems in support of AFFSO. Provides technical assistance to administer AFFSO systems to include system design, development, documentation, analysis, testing and modifications to computer systems or programs that communicate with the users. Responsible for managing and maintaining servers on a closed network, verifying and cross-referencing NOTAMS, IAVA’s. Must maintain smooth operation of multi-user computer systems, including coordination with network administrators. Duties may include setting up administrator and service accounts, maintaining system documentation, tuning system performance, installing system wide software packages, and allocating mass storage space. Interacts with users and evaluates vendor products. Makes recommendations to purchase hardware and software, coordinates installation, and provides backup recovery. Develops and monitors policies and standards for allocation related to the use of computing resources. As a minimum, DBA must have the following technical experience: DB2, VMware, CITRIX, Microsoft windows and Linux. DBA must also have experience in the areas of IT sustainment support, system integration, network support, information assurance, active directory, software applications, and other system administration functions of the multiple networks in use. DBA must be able to perform systems analysis techniques and procedures on multiple systems to determine if the hardware and software are operating to the functional specifications. Must have specific knowledge in the areas of security vulnerability and intrusion assessments. DBA must have experience in network operations to include performing daily monitoring and network troubleshooting. Responsible for aiding in own self-development by being available and receptive to all training made available by the company. Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output. Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability. Fosters an environment in which they will report any violations or reasonably suspected violation of CNI policy, FAR, and/or CFR and are comfortable discussing the myriad compliance, conflict, FAR, CFR, etc. issues that arise during the performance of a government contract. EDUCATION / EXPERIENCE Bachelor’s degree from an accredited college in a related discipline, or equivalent experience/combined education, with sic (6) years of professional experience. This position must possess DB2 experience. CERTIFICATES, LICENSES, REGISTRATION In accordance with AFMAN 17-1303, employee must obtain a Security (Plus) certification within 6 months of contract start date and maintain certification in good standing during the entire period of performance to maintain elevated privileges on the Air Force network. Must be able to obtain Government security clearance. JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES Ability to work independently to accomplish complex tasks simultaneously and communicates with the users. Performs in an environment centered on mission availability and quick response to customer requirements in a highly stressed atmosphere. Must be able to communicate effectively with internal and external agencies, such as AFFSO, SAF/FM, and AFIMSC leadership. Must possess creative and intellectual knowledge of the Information Technology. Must demonstrate the ability to exercise discretion and independent judgment in working directly with the customers on a daily basis. Must have knowledge in network operations to include performing daily monitoring and network troubleshooting. Experience necessary in allocating and managing user accounts on multiple systems. Ability to work independently, accomplish complex tasks simultaneously and be able to communicate with the users. The DBA must be able to define procedures, and manage software toolsets, as well as support peripherals to facilitate the network system operations. MATHEMATICAL SKILLS Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. REASONING ABILITY Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. LANGUAGE SKILLS Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
