County paid position Exempt Pay Grade: 124 Salary Range: $105,872 - $127,067.20 POSITION PURPOSE: The Director of Human Resources will plan, lead, develop, and direct all Human Resources (HR) functions of the 16th Judicial Circuit of Missouri, Jackson County, in accordance with the Court’s policies, practices, and strategic human capital planning as well as laws, regulations, and ethics to implement the Circuit’s mission and talent strategy. This includes leading the functional areas of Human Resources efficiently and effectively in relation to strategic initiatives, recruitment, compensation/salary administration, benefits, HR compliance, organizational development, payroll processing, HR training, HRIS and employee development. This full-time position is an in-office position. Regular and punctual attendance is an essential function of every job at the Circuit Court. MAJOR TASK STATEMENTS AND REPRESENTATIVE ACTIVITIES: (The information contained herein is not intended to be an all-inclusive list of duties and responsibilities of the job; other tasks may be assigned. Responsibilities include development and implementation of strategic HR plans, processes and operational initiatives to build a culture that fosters trust, employee retention, and high performance under the direction of the Court Administrator and through strong working relationships with Court Administrator, Deputy Court Administrators, Judges, Directors and end-users of HR services; regularly communicate progress on HR goals and outcomes; implement and integrate programs and policies as directed by the Court Administrator, Circuit Court of Jackson County; identify, establish and accomplish goals for the HR Department, focusing on continuous improvement and professional development; and evaluate employee relations activities to mitigate risks, including legal risks. The director will lead and oversee the following: Recruitment (equal opportunity process including posting, screening, testing, selection, and drug testing) Compensation (position classification, pay plan development, salary administration) Employee functions (employee recognition/ retention, performance management, succession planning, discipline, accommodation requests) Leaves of absence (FMLA, ADA, PWFA, other) Payroll/Benefits (accurate and timely payroll processing; accrual processes; act as liaison between state/county and the Court in the administration of benefit escalations; oversee share leave programs for state and county) HRIS (develop Workday expertise within HR and as support for organization; enhance automation of HR processes; develop, compile HR data and analytics) HR training (drive continuous leadership and employee learning on HR policies and practices, including developing and tracking new employee training and annual refresher leader and employee training) Worker’s compensation HR records (maintain personnel files, electronic records and online HR sites) Lead and develop a team of HR professionals, fostering continuous professional development. Develop and manage budget for HR Department; ensure compliance with Budget Office. Monitor payroll and personnel budget in conjunction with the Budget Officer. Originate requisitions for supplies, awards, equipment, and services. Actively participate in monthly Director meetings for Circuit and Family Courts. Participate in Executive Team’s initiatives and Court’s strategic goals. Lead or participate in special projects and committees as requested by Court Administrator. Assist with leading organizational change and development initiatives in conjunction with the Court Administrator, Deputy Court Administrators, Judges and Directors. MINIMUM EDUCATION AND EXPERIENCE: EDUCATION: Bachelor’s degree in Human Resources management or HR related field required; Master’s degree in HR field preferred. (An equivalent combination of education and/or related human resources experience may be considered in lieu of a Master’s degree.) EXPERIENCE: At least ten years work experience in a HR specialist or generalist capacity, including at least five years in HR senior level leadership roles of increasing responsibility; experience in Court or other legal settings preferred. PREFERRED: SPHR, SHRM-CP certification; Workday experience. SPECIAL REQUIREMENTS: Must submit to and pass criminal background check as prescribed by Courts.
