    POSITION DUTIES

    ​​There is a unique opportunity to join an experienced leadership team as a Managing Tax Attorney in the Legal Division of the Comptroller of Maryland. The Comptroller acts as the elected chief financial officer of the State of Maryland. The office sees every dollar into the state, and every dollar out. There is no other statewide elected financial officer like it in the country in terms of the breadth of its duties.� The Managing Tax Attorney supervises tax attorneys who provide professional legal analysis and guidance to taxpayers, their representatives, and the agency through the application of state and federal tax laws to facts. The incumbent is also assigned certain complex case matters for direct resolution. Duties include research, analysis, and response to taxpayer inquiries on law and Comptroller processes; preparing private letter rulings; creation of public and internal guidance on all aspects of Maryland tax law; drafting regulations; analyzing potential and pending state and federal legislation; advising the agency on the development of tax forms; representing the division and the agency on both internal and inter-agency projects; supporting the execution of the Comptroller's strategic initiatives, including modernization. This position supervises Senior Tax Attorneys in the same functions, and is responsible for assigning tasks and cases, reviewing work product for quality, consistency, and equitable treatment of taxpayers, and creating a positive, supportive atmosphere for collaboration and continuous improvement. Managerial responsibilities include training other attorneys, completing performance evaluations, and ensuring staff compliance with all employment requirements.�� The Legal Division supports over one thousand two hundred coworkers and over three and a half million Maryland taxpayers by providing guidance on a wide variety of matters under the Comptroller's authority. This would include personal and corporate income tax, sales and use tax, alcohol and tobacco taxes, motor fuel tax, digital advertising gross revenues tax, administration of unclaimed property, business registration and regulation, tax compliance, tax law training, implementation of Maryland General Assembly legislative initiatives, and more.     MINIMUM QUALIFICATIONS

    Education: Possession of a Juris Doctor or equivalent degree from an accredited school of law. Experience: Three (3) years of experience leading, supervising, or managing attorneys or paralegals. NOTE:� 1. Applicants may substitute graduate education in an academic field related to the required experience from an accredited college or university at the rate of one year of education for the required experience. 2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in judge advocate classification or judge advocate specialty codes in the tax law specialist field of work on a year-for-year basis for the required experience and education. ** For education obtained outside of the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. If you possess a degree obtained outside of the United States, please submit a detailed, course-by-course evaluation report from one of the U.S. equivalency evaluating members identified at�http://www.naces.org/members.html.

    DESIRED OR PREFERRED QUALIFICATIONS

    ​​Experience in tax and/or accounting.� Experience with government law and administrative law.� Excellent legal research and writing skills.� Experience managing a dynamic workflow or caseload.​ ​​ Applicants must submit a writing sample with their application. A writing sample should be between 3-5 pages demonstrating applicant's legal research and writing abilities and experience. The subject need not be but may be related to tax. The writing sample may be work product or portion of a work product from the current or previous position or may be written specifically for this job application.     LICENSES, REGISTRATIONS AND CERTIFICATIONS

    Admission to the Bar of a US State or Territory or the District of Columbia. Certificate of Good Standing from the Maryland Court of Appeals. Employees appointed to positions in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
