    What You Will Be Doing:
    As a Community Care Licensing Specialist 1, your main responsibilities will be overseeing the establishment of child and adult residential care facilities across the state. Your duties will include licensing, monitoring, and making decisions on provider compliance with relevant statutes and regulations. You will also be responsible for investigating complaints of harm against residents and ensuring the well-being of vulnerable adults and children in licensed facilities.
     
    Mission and Values/Culture:
    The mission of Residential Licensing is to protect and reduce the risk to the health, safety, and exploitation of Alaska's most vulnerable citizens who are served in licensed assisted homes and residential childcare facilities. Residential Licensing ensures this mission is accomplished through regulatory, enforcement, and educational activities.

    This position contributes to our mission by managing the establishment and oversight of licensed child and adult residential care homes and facilities and the standards set by the State of Alaska for such homes and facilities. It also contributes to our mission by conducting investigations/complaints of harm against residents of these licensed residential care homes and participating in the planning, development, and quality assurance to ensure the program is operating as intended

    The Working Environment You Can Expect:
    The Community Care Licensing Specialist 1 position is in midtown Anchorage at the Residential Licensing Program main office, 4601 Business Park Blvd. This position includes office and field work, as well as travel within the state.

    You will work with other well-trained staff that support our agency mission and values and in an environment of mutual respect and trust where management believes the staff is the agency's most valuable resource and encouraged to participate in decisions affecting their work

    Once the selected applicant completes their probationary period, the position will be eligible for telework.  
     
    Who We Are Looking For:
    The ideal candidate will possess some or all the following position-specific competencies:
     
    • Compliance: Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with State and federal laws, regulations, and guidance. Knowledge of the guidelines, regulations, and procedures associated with compliance inquiries, including application of compliance rules and criteria and ability to make appropriate decisions and issue citations, fines, or orders.
    • Self-Management: Sets well-defined and realistic personal goals; displays a high level of initiative, effort, and commitment towards completing assignments in a timely manner; works with minimal supervision; is motivated to achieve; demonstrates responsible behavior.
    • Flexibility: Is open to change and new information; rapidly adapts to new information, changing conditions, or unexpected obstacles.
    We are looking for someone with strong analytical thinking, professional writing, and communication skills, as well as the ability to coordinate with outside agencies, service consumers, and at-risk clients. You should also be able to handle multiple issues and cases simultaneously without becoming overwhelmed and have knowledge of the various programs for the populations served in residential care homes.  

    Special Notice:
    Required: Ability to travel frequently within the State
    Required: Professional experience using Microsoft Word, Outlook, PowerPoint; and Excel and/or Access.
    Preferred: Experience and working knowledge of foster care, childcare licensing, or programs such as child and adult residential placement and care facilities or assisted living homes.
    Preferred: Experience and working knowledge of state and federal laws and policies relating to certification and licensing of community-based residential programs or other Medicaid programs.
    Preferred: Experience and working knowledge in establishing and maintaining effective relationships with state officials, government agencies, professional personnel, and the public.
    Preferred: Experience writing civil or criminal reports for inspections or investigations
    Preferred: Experience working with people with developmental or mental health disabilities, individuals with dementia, or people with complex medical or physical disabilities.
    Preferred: Experience interpreting, enforcing, complying with, and applying statutes, regulations, or codes in a professional setting - either as a provider of services or as a regulator.

    Special Notes:
    “Competencies” means a combination of interrelated knowledge, skills, abilities, and behaviors that enable a person to act effectively in a job or situation.

    “Typically gained by” means the prevalent, usual method of gaining the competencies expected for entry into the job.
