Description
AVCP Family Services Center and Resource Center program employees are located in 39 different village locations in the Yukon-Kuskokwim Delta, an area the size of the State of New York. The Program Lease Manager will be the Point of Contact for assisting programs with identification and leasing of program office space, coordinating with AVCP’s Facilities Department to assess and monitor the safety and operation of leased premises, providing 105(l) lease support and working with AVCP’s Information Technology Department (IT) to coordinate technology access and capabilities of leased office space for village-based Family Services Center and Resource Center employees.
Performance Responsibilities:
• Work with AVCP Programs/Divisions to identify safe and appropriate office space for village-based Family Services Center and Resource Center employees that provide direct services to clients.
• Standardize the leasing process, including negotiating rental rates and all office needs, and creating applicable policies and procedures for the leasing process.
• Be a single point of contact for lease negotiations and payment for AVCP programs and tribes and other entities that lease office space to AVCP.
• Be a single point of contact for leasing issues that arise, including coordinating with AVCP’s Facilities Department, Information Technology (IT) Department, and Insurance Coordinator when needed.
• Liaison with AVCP’s Contract Manager to process and finalize lease documents annually/bi-annually.
• Develop a plan to coordinate with AVCP programs to negotiate to execute and monitor leases effectively where AVCP employs staff from different programs in a single location. This may include assisting programs to find housing for all employees in one location where possible by contacting tribes or tribal corporations.
• Perform comprehensive assessments and/or inspections of AVCP leased spaces, identifying, and noting safety concerns and formulating plans for repairs or remedies. When necessary, assist in locating alternative leased space.
• In collaboration with AVCP’s IT Department, facilitate the upgrading and installation of technology software/hardware in all village-based leased locations.
• Facilitate AVCP assuming responsibility for utilities and maintenance accounts at leased locations wherever possible.
• Coordinate the response and develop action plans in the event of emergencies, e.g. fire, flood, extreme cold, utilities interruption, break-ins or crime, or other disruptions in leased locations.
• Work in conjunction with AVCP’s Administrative Department and lead as the point of contact for 105(l) lease coordination, including assistance with floor plans; square footage; photographs; and other information necessary for 105(l) lease proposals.
Requirements
Education
• Associate’s degree (A.A.) or equivalent from a two-year college or technical school or Bachelor’s Degree (B.A.) in Rural Development, Business Administration, Project Management, Construction Management, Real Estate or equivalent degree, license, or certification. Relevant experience may be substituted for education requirement.
Experience
• Two or more years of relevant experience in administration, project management, facilities management, coordinating/leasing facilities and office spaces, or equivalent experience required.
• Four or more years of relevant experience as a foreman and/or superintendent-level construction management experience preferred.
• Two or more years of direct experience working with tribes, tribal organizations and/or with state and federal agencies strongly preferred.
Knowledge, skills and abilities in the following areas required/strongly preferred:
• Strong organizational, planning, and coordinating skills.
• Project management skills.
• Strong interpersonal skills.
• Strong written and oral communication skills.
• Proficiency in Microsoft Office Suite.
• Knowledge of the Yup’ik or Cup’ik culture and of the tribes and tribal organizations of the Yukon-Kuskokwim Delta.
• Fluency in Yup’ik or Cup’ik (preferred).
• Knowledge of AVCP’s programs, administrative and program structure and service delivery model (strongly preferred).
