Investment Analyst analyzes and researches financial markets, securities, and investment products to assess risks, evaluate potential returns, and make informed investment decisions for an organization. Collects and researches economic data, financial metrics, and market conditions to develop and build financial models, forecasts, and investment strategies. Being an Investment Analyst monitors and analyzes portfolio performance, asset allocation, and risk exposure to ensure alignment with the organization's investment objectives, strategies, and risk tolerance levels. Prepares investment reports and analyses on investment opportunities or strategies to identify trends and recommend actions for the organization. Additionally, Investment Analyst utilizes mathematical formulas and statistical analyses to identify potential or alternative investments and calculate and evaluate financial health, returns, and fair value of securities, assets, or other investments. Requires a bachelor's degree. Typically reports to a manager. The Investment Analyst work is generally independent and collaborative in nature. Contributes to moderately complex aspects of a project. Introduction
The Treasurer is a locally elected constitutional officer whose duties are mandated by the Code of Virginia and local ordinances. The Treasurer is elected at-large for a four-year term and provides direct service to all Loudoun residents and businesses. The principal functions of the Treasurer’s Office include: billing and collecting taxes for real and personal property, business licenses, and other services as specified by the Code of Virginia and local ordinances; acting as primary depository of revenue for all County agencies, including Loudoun County Public Schools (LCPS); investing and safeguarding County funds; reconciling County funds to bank and investment accounts; and providing outstanding customer service to taxpayers, County staff, and LCPS staff.
Job Summary
The Loudoun County Treasurer’s Office is currently seeking highly qualified applicants for an Investment Analyst.
The successful candidate will work directly with the Investment Officer and the Treasurer to manage the County’s investment portfolios, perform cash management and treasury functions. The position is responsible for but not limited to the following: analyzing cash flow needs for the county by maintaining adequate liquidity and investments in the county portfolio, researching and assisting in investment selections in accordance with State and local investment policies; making sure all policies and procedures are in compliance to state code; provide relationship support between the County and primary financial institutions and facilitating with County departments for any future banking service needs; assist in all treasury cash management responsibilities for the County; safeguarding county assets by staying up to date with risk management and fraud procedures; assist in all banking related RFP processes; preparing account registration for new bond accounts and maintaining bond issue accounts; preparing and presenting financial reports to Executives or Elected Officials; handling of special projects as assigned, and collaborating with the Investment Officer in a team environment.
The successful candidate must be exceptionally detail oriented with excellent oral and written communication skills and be proficient in Microsoft Office products. Applicant must demonstrate the ability to multi-task in a time sensitive environment and be able to proactively work independently.
Hiring salary commensurate with experience.
Minimum Qualifications
Requires any combination of education and experience equivalent to a Bachelor’s Degree in Finance, Accounting, or a related field and four (4) years professional level and portfolio management experience. Working knowledge in financial reporting and banking services required. Working knowledge of Bloomberg Terminal preferable.
Job Contingencies And Special Requirements
Employment is contingent upon satisfactory completion of a criminal background and credit check.
Candidate should possess the ability to plan, direct, coordinate and implement cash and treasury management programs county-wide and demonstrate prior experience in developing cash flows.
