International Compliance Manager plans and directs the corporation's comprehensive ethics, business conduct and compliance activities for all international operations under senior management direction. Directs the development and implementation of processes, procedures and systems to meet the entities' compliance activities and reporting requirements. Being an International Compliance Manager oversees the organization's compliance risk management program to assess, prioritize and manage legal and regulatory compliance risks based on the standards of the Federal Sentencing Guidelines as related to the international operating units. Consults with and provides guidance and direction to the international operating company's senior executive in all aspects of the entity's ethics, business conduct and compliance program. Additionally, International Compliance Manager requires a bachelor's degree in area of specialty. Typically reports to a manager or head of a unit/department. The International Compliance Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. Extensive knowledge of department processes.   • Principal Objective

    Assists in managing the Fair Lending compliance program for Brookline Bancorp’s subsidiary companies by focusing on the day to day operational compliance activities as it relates to Fair Lending and collaborate with stakeholders in the overall administration of these directives for the Bank.

    Principal Duties And Responsibilities

    This position assists the Chief Compliance Officer as requested, in administering the overall Fair Lending compliance program for Brookline Bancorp. Specific responsibilities will include:

    Maintain a thorough knowledge of federal and state laws and regulations including, but not limited to the following:

    • Equal Credit Opportunity
    • Home Mortgage Disclosure Act
    • Community Reinvestment Act
    • Service Members Civil Relief
    • Fair Housing Act
    • Unfair, Deceptive and Abusive Acts and Practices
    • Fair Debt Collections
    • Privacy
    • Fair Credit Reporting
    • Related MA, RI and NYS laws and regulations
    • Monitor the Bank’s compliance with Fair Lending laws by performing statistical analysis of lending activity to identify fair lending risks and patterns and the geographic distribution of loan products, deposit products, and service delivery systems.
    • Assist in compiling and analyzing Fair Lending compliance metrics in context of the Bank’s lending practices and relationship to fair and responsible banking laws and regulations to identify factors that may contribute to an elevated risk profile.
    • Maintain current knowledge of lending products, programs, operations, systems, and controls.
    • Maintain knowledge of applicable laws and regulations as well as internal controls at each entity necessary to satisfy requirements and work with the business units and Management as necessary to prepare for changes in regulations, guidance, and requirements.
    • Assist in developing and delivering supplemental compliance training programs as required, and prepares written communications of regulatory changes pertaining to areas of Fair Lending to ensure employee understanding.
    • Maintain current regulatory information on the compliance database pertaining to areas of specialty.
    • Coordinate the management monitoring component of the Compliance Programs for all banks. Prepares, delivers and follows up on completed monitoring reports for all areas on a monthly basis.
    • Assist management on day to day basis by answering questions and conducting necessary research pertaining to areas of specialty.
    • Assists business line management in the proper resolution of any noted deficiencies in audits as well as from regulatory examinations and monitoring.
    • Assists the Chief Compliance Officer during regulatory examinations and assist the Internal Auditor with compliance related internal audits as necessary.

    Job Specifications (Skills, Knowledge And Abilities Required)

    • Bachelor’s degree in business or liberal arts.
    • Certified Regulatory Compliance Manager (CRCM).
    • 5 years of compliance or related business experience
    • Solid knowledge of fair lending regulations
    • Excellent written and oral communication skills
    • Thorough knowledge of MS Word and Excel, Fair Lending software preferred
