International Compliance Manager plans and directs the corporation's comprehensive ethics, business conduct and compliance activities for all international operations under senior management direction. Directs the development and implementation of processes, procedures and systems to meet the entities' compliance activities and reporting requirements. Being an International Compliance Manager oversees the organization's compliance risk management program to assess, prioritize and manage legal and regulatory compliance risks based on the standards of the Federal Sentencing Guidelines as related to the international operating units. Consults with and provides guidance and direction to the international operating company's senior executive in all aspects of the entity's ethics, business conduct and compliance program. Additionally, International Compliance Manager requires a bachelor's degree in area of specialty. Typically reports to a manager or head of a unit/department. The International Compliance Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. Extensive knowledge of department processes.     Job Summary

    The International Trade Compliance Manager will provide strategic guidance and planning to understand and support key business activities by developing technology control plans, licensing plans, providing guidance for complex licensing strategies, program planning, and assuring regulatory compliance. In addition, the incumbent of this position will be responsible for maintaining applicable trade compliance records in accordance with regulatory requirements and contributing to learning and audit assessment programs to ensure implementation and effectiveness of internal controls. There is a preference for this position to be based at Battelle’s world headquarters in Columbus, Ohio; however, remote work will be considered for the right candidate.

    Responsibilities

    • Develops policies and procedures for compliance, sets and drives the export strategy for variety of business areas and international programs.
    • Provides comprehensive internal export and import guidance, expertise and analysis for a variety of international programs.
    • Oversees and develops technology control plans, licensing strategies, export authorizations, training and guidance based upon knowledge of the U.S. export regulations and implementation of company policies and procedures.
    • Serves as a company Empowered Official and ensures compliance with export regulations, license preparation and processing, and the use of exemptions and exceptions in lieu of licensing.
    • Prepares, reviews and signs export and temporary import license and agreement applications in compliance with applicable U.S. government laws and regulations.
    • Executes operational processes for assuring trade compliance through gate reviews of technical data, foreign travel, foreign visits and export and import shipments.
    • Maintains International Traffic in Arms Regulations (ITAR) registration, SNAP-R and ACE accounts for the Company
    • Provides training and outreach on export regulations and Company processes
    • Responsible for commodity jurisdiction and classification determinations.
    • Maintains awareness of changing international trade laws and regulations and provides analysis regarding applicability and impact to developing products and technologies.
    • Supports the Legal Department in investigating and resolving compliance issues.
    • Maintains applicable trade compliance records in accordance with regulatory requirements.
    • Establishes and maintains relations with appropriate government regulatory agencies.
    • Establishes and maintains training and self-assessment programs to ensure implementation and effectiveness of internal controls.
    • Generates performance metrics for export and import processes.

    Key Qualifications

    • Requires a bachelor’s degree; eight years of international and US regulatory import/export trade experience with at least 5 years in a senior management role; or an equivalent combination of education and experience.
    • Experience developing and implementing trade programs, policies and procedures, and transforming a trade compliance organization is required.
    • Strong working knowledge of the ITAR, EAR, BIS, OFAC, NRC/DOE, FTR and other international trade controls, as well as the automation and business processes by which these are implemented, DECCS, SNAP-R, ACE, etc., is required.
    • Must have experience in effectively applying U.S. Government regulatory requirements in complex scenarios, analyzing, and solving complex problems; ability to resolve complex problems and to make decisions under conditions of uncertainty or where little precedent exists; and ability to be an independent thought leader for the function and work effectively as part of a highly integrated leadership team.
    • This position requires access to information or hardware which is subject to the ITAR.
    • Must be a U.S. citizen with the ability to obtain and maintain a security clearance.

    Preferred Qualifications

    • A minimum of 5 years as an Empowered Official, experience managing trade compliance in university or lab research environment, and detailed knowledge of export controls on emergent technologies and technology transfer releases is preferred.
    • Familiarity with current Federal, State, and U.S. Customs regulations on the importation of goods into the United States; knowledge of CBP and BATF; and experience with Classified Exports (data and hardware) is preferred.
