Human Resources Director plans and oversees human resources functional operations, including talent acquisition, compensation, benefits, training, employee relations, safety, and compliance. Administers human resources programs and policies to reflect the organization's mission and values, support company goals, achieve objectives, and positively engage the workforce. Being a Human Resources Director maintains broad and current subject matter knowledge and expertise in federal and state employment laws to advise leadership with solutions for human resources issues and evolving organizational needs. Implements an HRIS or other system to facilitate processes and provide data and reporting on HR activity. Additionally, Human Resources Director requires a bachelor's degree. Typically reports to top management. The Human Resources Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Human Resources Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     Davison County is seeking a dynamic and experienced Human Resources Director to run our HR department. This key leadership role will shape the future of our county workforce, ensuring we attract, develop, and retain top talent while fostering an inclusive and supportive work environment.

    Key Responsibilities

    • Strategic Leadership: Develop and implement HR strategies that align with the county’s goals and objectives. Lead initiatives to enhance employee engagement, performance, and development.
    • Talent Acquisition & Retention: Oversee the recruitment, hiring, and onboarding processes. Create and execute strategies to attract and retain high-quality talent across all county departments.
    • Employee Relations: Foster a positive workplace culture. Address employee concerns, mediate conflicts, and ensure compliance with labor laws and regulations.
    • Training & Development: Design and implement training programs that support professional growth and skill development. Promote continuous learning and leadership development opportunities.
    • Compensation & Benefits: Manage compensation structures and benefits programs. Ensure competitive and equitable pay practices and oversee benefits administration.
    • Compliance & Policies: Ensure compliance with all federal, state, and local employment laws. Develop and update HR policies and procedures to reflect best practices and legal requirements.
    • Performance Management: Oversee the performance evaluation process. Implement effective performance management systems that encourage accountability and recognize excellence.

    Qualifications

    • Experience: Minimum of 3 years of experience in Human Resources and/or business management. At least 2 years in a leadership role preferred. Public sector experience is a plus.
    • Education: Bachelor’s degree in Human Resources, Business Administration, or a related field preferred. HR certification (e.g., SHRM-CP, PHR) preferred.
    • Skills: Strong leadership and interpersonal skills. Excellent communication, problem-solving, and decision-making abilities.
    • Knowledge: Comprehensive understanding of HR best practices, employment laws, and regulations. Experience with HR software and systems.
    • Character: High integrity, confidentiality, and a commitment to fostering a diverse and inclusive workplace.
