    The Position

    The Director of Permanent Supportive Housing (PSH) is responsible for the implementation of the strategic vision and oversight of the Permanent Supportive Housing Department. Reporting directly to the Deputy Chief Programs Officer (DCPO), Housing Programs, the Director of PSH will have direct oversight of 11 current PSH buildings that house high-acuity formerly homeless residents, with an anticipated additional 7 buildings in the pipeline over the next five years. This position is responsible for clinical programming, contract compliance, fiscal management, internal and external departmental outcomes, and coordination with contracted and sub-contracted partner agencies and community providers. The Director will lead the training and development of departmental leadership and staff, ensuring seamless day-to-day service delivery and homeless services best practices.

    Additionally, the Director of Permanent Supportive Housing (PSH) oversees the PSH Department, including supervision of Assistant Directors. This position will provide strategic direction for service delivery, act as the primary contact for contracted and sub-contracted agencies, and integrate the Coordinated Entry System (CES) within SPA 2. Furthermore, the Director of PSH will strengthen coordination with health and mental health partners, manage PSH contracts, and ensure compliance with QA audits and financial management.

    What You’ll Do

    • Represents LAFH as the main point of contact for all Permanent Supportive Housing (PSH) contracted programs, including those with LAHSA, LA County DHS, DMH, and HACLA.
    • Leads all PSH pipeline activities, including service plan creation, budget plans, contract negotiations, and new development site coordination.
    • Provide support partnership to cross-functional Learning and Development (L&D) teams to ensure quality work
    • Provides oversight of all program contracts to ensure successful implementation, service coordination, and achievement of performance measures.
    • Ensures program and project compliance with contracts, partnership agreements, funding requirements, and stakeholder expectations.
    • Conducts ongoing program file reviews and prepares required monthly, quarterly, and annual reports.
    • Plans and schedules workload assignments, adjusting priorities in consultation with senior program leadership.
    • Provides ongoing supervision, feedback, and coaching to team members. Conducts timely performance evaluations and ensures submission to HR
    • Actively participates in the hiring process, including interviewing, onboarding, and training.

    What You’re Skilled At

    • Passion for homelessness prevention, including familiarity with best practices like motivational interviewing, housing first, harm reduction, and trauma-informed care.
    • Demonstrated capability in working with vulnerable populations, including those with mental illness, concurrent disorders, histories of homelessness, and special needs.
    • Proficient in conducting community and individual needs assessments, as well as project initiation and management.
    • Skilled in coordinating services with diverse stakeholder teams, including residents, and adept at partnership development, management, and evaluation.
    • Strong clinical judgment and crisis resolution abilities, with independent leadership skills and effective written and verbal communication.
    • Familiarity with the Coordinated Entry System (CES) and its objective of achieving "functional zero," along with knowledge of the HACLA/HACoLA voucher system.
    • Experience in social service or non-profit management, demonstrating autonomy and extensive understanding of homelessness-related issues and resources.
    • Detail-oriented approach with the capacity to manage various program requirements and collaborate effectively with inter-departmental leadership.
    • Adaptability to thrive in a dynamic work environment and outstanding organizational and time management skills.
    • Proficiency in Microsoft Word, Excel, PowerPoint, and Outlook, with bilingual proficiency in English and Spanish being advantageous.
    • Travel is a regular duty for this position and is required 30% of the time. Use of a personal vehicle is required, along with a valid CA driver’s license and auto insurance in good standing.

    • Maintain and execute confidential information according to HIPAA standards
    • Obtain and maintains CPR/First Aid Certification
    • Ability to pass post offer Tuberculosis (TB) clearances
    • HMIS and CHAMP experience highly desired
    • Travel is a regular duty for this position and is required 30% of the time
    • Use of a personal vehicle to travel between worksites and other locations is required
    • Must have and maintain a valid California Driver’s License and auto insurance in good standing
    • Ability to work a 9/80 work schedule and be flexible with working weekends

    What You’ve Accomplished

    • Master’s degree in Social Work (MSW), Public Administration (MPA), Psychology (MA) or related field preferred. LCSW/LMFT desired
    • A minimum of five (5) years of experience in social services, program supervision, community relations, or related fields, with a strong understanding of homeless populations, service program development, and non-profit management
    • Minimum of four (4) years of relevant management experience
    • Experience in a homeless service setting required
