Government Compliance Manager plans and directs the government compliance function; provides corporate-wide focus for efforts relating to compliance with government procurement laws and regulations. Includes oversight responsibility for government contract compliance audit and training functions. Being a Government Compliance Manager establishes policy on a variety of procurement matters, including government accounting, government property and independent research and development issues. Develops and maintains the company's compliance risk management program to manage legal and regulatory compliance risks based on the Federal Sentencing Guidelines requirements and benchmarking research, facilitating the systematic assessment and management of compliance risks. Additionally, Government Compliance Manager ensures compliance with Sarbanes Oxley. Requires a master's/law degree in area of specialty. Typically reports to a head of a unit/department. As the Compliance Manager, you will work to mitigate risk and assure that CFG businesses are following all applicable laws, regulations, and policies. Your role will work to design, implement, maintain, and enhance internal controls to mitigate risk daily. You will identify, measure, and escalate compliance issues to the Compliance Sr Manager where appropriate. You will work with the other Compliance Officers to identify business needs, strategize, and develop standards and procedures to assure CFG businesses are complying. Additionally, you will work to identify process improvement and opportunities for control enhancement.     We are seeking a Compliance Manager to support all aspects of 1071 compliance activities, reporting to the 1071 Oversight Program Director. The candidate will primarily be responsible for assisting with the creation of the program and providing 1071 oversight and advice to applicable business lines and performing quality assurance and control reviews of small business documentation to ensure compliance with the 1071 Small Business Lending regulation. The 1071 rule was finalized in March 2023 therefore the candidate will be responsible for assisting the build out of the 1071 program.

    • This role requires the creation of reporting, data analysis and monitoring of the subject matter to inform relevant stakeholders across first and second line of testing and oversight results.
    • Coordinate and perform ongoing risk assessments and compliance reviews primarily through interpretation and analysis of loan account data to assure compliance policies and risk controls are appropriate.
    • Identify any factors which may affect risk mitigation and compliance with applicable regulatory requirements through trending analysis of data related to 1071 reporting.
    • Drafting clear and concise reports on the results of the testing and monitoring activities.
    • Monitor strategies to assure operations are effective and identify any recommendations to support governance and mitigate risk.
    • Assure that issues that arise through compliance monitoring are promptly addressed and reviewed; inform all necessary parties of issues and implement solutions based on recommendations.
    • Anticipate any issues that may arise in the future and prepare appropriate deliverables. Conduct proper documentation of all compliance issues.
    • Establish expertise on the regulatory environment and remain up to date on practices aligning with compliance.
    • Monitor business processes to determine areas of improvement and facilitate changes.

    Required Skills/Experience

    • 3-5 years of Small Business Lending or HMDA Compliance and Risk experience working within Compliance, Risk, Audit or Assurance with an emphasis on performing oversight and challenge functions.
    • Strong communication, collaboration, and technical compliance skills. Should be able to work effectively with others at all levels across the organization and provide guidance to management and staff within the organization.
    • Strong working knowledge of small business compliance or HMDA risks associated with a banking institution as well as experience working in and/or building effective compliance programs.
    • Strong ability to meet critical deadlines and work under pressure with efficiency and accuracy.
    • Computer proficiency, specifically MS Office (Word, Excel, Access, PowerPoint, Visio) and SQL.

    Education, Certifications And/or Other Professional Credentials

    • Associate degree in relevant field of study or equivalent work experience required.
    • Certified Regulatory Compliance Manager certification (CRCM)

    Hours and Work Schedule

    Hours per Week: 40

    Work Schedule: M-F 8-5

    Workplace Flexibility: 3 days in office

    Pay Transparency

    The salary range for this position is between $81,600-$85,000 per year, plus an opportunity to earn an annual discretionary bonus. Actual pay is based on various factors including but not limited to the work location, and relevant skills and experience.
