Manager, Funding and Appropriations

  • Under minimal supervision, the Funding and Appropriations Manager is responsible for identifying funding streams and needs and developing and implementing strategies to secure support and funding opportunities in collaboration with various entities including the Court offices, Office of County Administration, and other County departments. Individuals in this role will also be responsible for drafting and submitting legislative proposals, leading legislative advocacy for County grant applications, and drafting and submitting community project funding requests on behalf of Harris County. In this position, the Funding and Appropriation Manager requires extensive experience working on or with government grants or government appropriation processes, and/or government relations work at the state or federal government.

     

    Duties and Responsibilities:

    • Legislative Advocacy: Leads legislative advocacy for County grant applications to ensure that the identified needs are being effectively articulated to secure funding for goals and initiatives set by the County and/or the organization.

    • Proposals and Request Submission: Drafts and submits various types of proposals and requests which include legislative appropriation language proposals and community project funding requests on behalf of Harris County.

    • Relationship Building: Builds and maintains relationships with various personnel including elected officials, key legislative staff, and other strategic partners.

    • Needs Identification: Identifies funding needs and streams in collaboration with various Harris County departments; develops and implements federal and state advocacy strategies that align, secure, and support funding opportunities.

    • Research and Analysis: Researches and analyzes statistics, trends, and data for grant proposals and community advocacy efforts.

    • Compliance and Reporting: Makes recommendations on compliance with government regulations for grants and funding ensuring that the organization remains in alignment with the set requirements.

    Education and Experience:

    • Bachelor's Degree in public policy or a directly related field from an accredited college or university.

    • Four (4) years of relevant experience including government grants, government appropriation processes, and/or government relations work at the state or federal government.

    OR

    • Associate's Degree in public policy or a directly related field from an accredited college or university.

    • Six (6) years of relevant experience including government grants, government appropriation processes, and/or government relations work at the state or federal government.

     

    Knowledge, Skills, and Abilities:

    • Ability to work independently when necessary and keep organized in a fast-paced environment, manage multiple projects simultaneously, and adjust strategy to frequently changing demands.

    • Ability to work under pressure and respond to deadlines without sacrificing quality.

    • Ability to grasp issues quickly and communicate their importance articulately and persuasively to the Legislature.

    • Ability to prioritize and handle multiple tasks with competing deadlines.

    • Experience working on or with government grants or government appropriation processes, and/or government relations work at the state or federal government.

    • Excellent interpersonal and communication skills, both written and verbal.

    • Proficient in Microsoft Suite (Outlook, Word, Excel, PowerPoint).

    • Strong knowledge of funding appropriations, drafting proposals and requests, and advocating for funding requests.

    Position Type and Typical Hours of Work:

      • Occasional weekends, holidays, and overtime may be required based on the specific needs and demands of the department.

    • Depends on Qualifications

    • Based on 26 Pay Periods

      • Plus, benefits


    Work Environment and Physical Demands:

    • This position is based in an office environment, where the use of standard office equipment such as computers, phones, scanners, and filing cabinets is routine.

    • The physical demands associated with this job are minimal, with occasional lifting and moving of objects weighing up to 10 pounds.

    • The role is predominantly sedentary, involving mainly sitting with occasional standing and walking.

    Employment may be contingent on passing a drug screen and meeting other standards.
