    About Master in Equity - This office conducts judicial sales of real property involved in actions of foreclosure or partition. It also functions to hear and decide all non-jury civil cases referred by the Circuit Court or Clerk of Court, and to conduct judicial sales of real estate.

    We are seeking a Foreclosure Specialist to join our team! The purpose of this position is to manage and complete all mortgage foreclosure cases from the time a foreclosure hearing has been held until the case is ended, and the file is returned to the Clerk of Court for permanent filing.

    Projected Hiring Range: $20.89 - $26.11 per hour. Salary is based on qualifications.

    Work Schedule: Monday through Friday 8 am - 5 pm

    Duties And Responsibilities

    • Review all documents offered at the hearing to ensure compliance with applicable law, procedure and practice.
    • Schedules and manages all foreclosure sales, which involves assuring proper notice of sales for public review, managing and assuring proper compliance with applicable statutes and sales procedure.
    • Responsible for all compliance with sales procedures by purchasers of foreclosure property, and the creation of appropriate documents to complete sale to third-party purchasers of property.
    • Receives and reviews all documents submitted post-sale by law firms representing creditor-plaintiffs to complete the foreclosure action, including deeds, mortgage releases, and reports accounting for funds related to the cases.
    • Receives and disburses all funds related to each sale, which involves depositing sales proceeds and disbursing those proceeds in accordance with the order of the court and applicable statute.
    • Manages and completes the process for setting hearings, receiving claims of parties for surplus funds, and disbursing surplus funds in accordance with applicable court order, rule, and statute.
    • Responds to public inquiry regarding foreclosure sales, dealing with purchasers of property, dealing with attorneys and paralegal personnel of law firms representing plaintiffs in foreclosure cases.
    • Requires communication and interaction with S.C. Court Administration and its case management system.
    • Creates and posts online a roster of each month's sales prior to the sale date, and the result of all sales after the sale date.
    • Reconciles the Court's fee account with bank statements.

    About You

    Education and Experience:

    • Associate’s degree in Paralegal Studies or related discipline.
    • Experience in real estate, paralegal services, legal secretary, banking, accounting, or related field or an equivalent combination of education, training and experience preferred.

    Applicants with equivalent experience or education may be considered.

    Longevity Allowance

    Full-time regular county employees, elected officials, appointed officials, and judges with ten or more years of full time continuous governmental service are eligible to receive a monthly longevity allowance in addition to their regular compensation. Continuous service transferred from employment with another county, municipality, state or a political entity created by the State may contribute toward eligibility for the longevity allowance. Longevity allowances are paid according to the following schedule.

    Annual Leave

    Probationary and regular full-time county employees that work at least twenty (20) hours per week accrue annual leave with pay. Employees in their new hire six (6) month probationary period shall not be able to use annual leave until they become regular county employees. Employees who are separating from county service shall be paid for all accrued, unused annual leave up to 360 hours provided they give York County as the employer the proper notice as required. Employees in their six (6) month New Hire probationary period who are terminated or separated from employment shall not be paid for accrued annual leave. The maximum amount of annual leave carried into each calendar year is 360 hours.

    Earning Rate for Full-Time Employees

    Full-time employees with less than ten years of continuous service earn at the rate of eight hours of paid annual leave for each month of service during a twelve months period. Full-time employees with at least ten years, but less than twenty years of continuous service will earn at the rate of ten (10) hours of paid annual leave for each month of service during a twelve month period. Full-time employees with twenty or more years of service will earn at the rate of twelve (12) hours of paid annual leave for each month of service during a twelve (12) months period.

    Sick Leave

    Full-time county employees may be entitled to earn sick leave with pay. Employees may accrue up to 1,440 hours of sick leave. Upon termination of employment with the County, employees may not be reimbursed for any unused sick leave. When a paid holiday occurs while an employee is on sick leave with pay, the day may not be charged as sick leave.

    Earning Rate of Sick Leave

    Full time employees will earn eight hours of sick leave per month of service during a twelve month period.
