Environmental Compliance Specialist, Sr. conducts required environmental tests, analysis and observations. SUMMARY: This individual is responsible for the implementation of duties related to all environmental compliance areas critical to the existence and future of LUKOIL North America LLC. The Environmental Compliance Administrator will be based in the regional office, spending approximately 30% of his/her time in the field. They will have close contact with regional fields and office staff, outside vendors, and corporate personnel. This position reports directly to the Manager of Maintenance and Environmental.
ESSENTIAL DUTIES AND RESPONSIBILITIES include but are not limited to the following.
This individual, under the supervision of the Manager of Maintenance and Environmental, will direct the environmental compliance spending in the region to maintain or regain the compliance with federal, state, and local regulations including but not limited to the following:
-Permits and licenses -Compliance testing -System monitoring -Hazardous waste
-Potable wells -Required Inspections -Right to know -Compliance updates
-Compliance Enforcements
· This individual is also responsible for ongoing analysis of environmental compliance needs for the region, and for providing supervisory direction to franchise dealers and managers on actual environmental concerns on a regular basis.
· Track, process, and report all Environmental NOV’s, LNA’s-responsible permits, and licenses.
· Implement and monitor the ongoing compliance program(s) within the region.
· Analyze compliance costs on a regular basis to insure correct budgeting, billing, and effectiveness of fixed cost contracts.
· Provide litigation support on pending lawsuits related to environmental compliance and maintenance issues.
· Respond to regulatory agencies regarding all environmental compliance concerns.
· Maintain compliance with the ability to provide documented support to disprove allegations of new contamination.
· Provide field assistance to TSM’s to resolve environmental compliance problems with individual stations.
· Submit regulatory paperwork to temporary and permanently closed stations and then reopen as directed by the Commercial Department.
· Maintain environmental compliance permits, licenses, testing results, and site-specific information for all regional facilities.
· Conduct bidding process for all Environmental and Compliance projects including final selection of the vendor.
· Develop and maintain construction and Safety standards and procedures to maximize Safety Protocols.
· Supervise all aspects of Environmental compliance.
· Organize site assessments for all acquisitions as well as events with consultants in the occurrence of condemnations.
· Manage regulatory compliance (e.g., tank and line testing, cathodic protection testing, stage I & II testing, tank entry inspections etc.) for all locations within the region(s), working with Remediation Administrator, ES&H, and maintenance contractors.
· Collect and manage information for implementing submissions for state oversight and reimbursement funds.
· Assist with various assignments; engineering projects in the department of Maintenace and Environmental

Education and/or Experience -Four-year college or university program degree in Environmental Science or related B.S. preferred; or three to five years related experience and/or training; or equivalent combination of education and experience.
