    So, what will the Field Coordinator at Terrestris do?

    You will play a pivotal role for the Emergency Support Section (ESS) of the ATF. Your responsibilities will include overseeing and coordinating emergency response efforts, ensuring effective communication between field agents and headquarters, and managing resources to support timely and efficient operations. You will collaborate with various stakeholders, including law enforcement agencies, emergency services, and community organizations, to enhance the ATF's ability to respond swiftly and effectively to crises. Your leadership will be crucial in developing and implementing emergency response plans, conducting training exercises, and continuously evaluating and improving the agency's preparedness for diverse scenarios. Additionally, you will be responsible for maintaining a high level of readiness within the ESS office to address emerging challenges and uphold public safety.

    What does a typical day look like for the Field Coordinator?

    You will:

    · Work within your assigned FEMA region, in close coordination with the government Regional Law Enforcement Coordinator (RLEC), to coordinate ESS operations with all Federal, state, and local law enforcement/emergency management personnel, including State ESF #13 personnel, to facilitate excellent planning, gap analysis and networking to support of future operations. This will require routine travel to all the states and/or territories within the region.

    · Participate in the planning and preparedness activities conducted within the FEMA region and its member states. This responsibility shall entail attending and supporting various national and regional activities of ESS, including, Regional Interagency Steering Committee (RISC), Regional Advisory Council (RAC) meetings, and other Regional and State planning activities.

    · Conduct, on a quarterly basis, an in-person visit with the designated ESF #13 Coordinator or other designated law enforcement or emergency management official for each state or territory within the FEMA region.

    · Work closely with other federal and state/territorial/tribal planners to pre-identify the number and type of ESF #13 resources that may be required in your assigned FEMA region to support potential future all-hazards incidents and provide Federal Operational Support and Direct Federal Assistance mission support to state, territorial, and tribal needs in the region.

    · Work closely with the ESF #13 Counsel in determining the requirement(s) for ESF #13 FLEOs to receive state or territorial law enforcement authority during ESF #13 activations.

    · Engage in exercise planning, preparation, and execution. Work closely with the RLEC and NCC to determine the ESF #13 level of participation in national, regional, and state exercises that occur within your assigned FEMA region.

    · Work closely with the RLEC as well as training personnel from the national ESF #13 staff to develop and execute ESF #13 related training programs designed to familiarize regional, state, territorial, tribal, and other federal (including ATF field division) personnel with ESF #13.

    · Conduct training within your assigned FEMA region and member states as well as other locations within the U.S. and its territories as assigned.

    · Prepare and present ESS familiarization briefs (to include ESF #13 specific training) and other technical subjects when assigned or indicated.

    · Plan, coordinate, and conduct emergency management, incident command system and ESF #13 specific training when assigned or when necessary.

    · Facilitate the highest level of effectiveness and efficiency during ESS activation.

    · Plan, coordinate, and conduct ESF #13 activation activities.

    · During activations, serve in a State Emergency Operations Center (EOC), with the FEMA Incident Management Assistance Team (IMAT) at their operational location, in a FEMA Regional Response Coordination Center (RRCC), Joint Field Office (JFO), ESF #13 staging area, federal or state Staging Area, or any other location as assigned by the RLEC or other ESF #13 official.

    What qualifications do you look for?

    You might be the coordinator we’re looking for if you have:

    · An active Secret Security clearance.

    · A bachelor’s degree.

    · A minimum of ten (10) years serving as a law enforcement officer, at the federal, state, or local level, and worked in the emergency management field or possess similar military experience with plans and/or emergency management background.

    · Combined experience (federal, state, local and/or military) for a minimum of ten (10) years of which at least three (3) years must be in a unit responsible for emergency management, response, or training.

    · Experience qualifying you as a subject matter expert in the field of emergency management to include "real world" critical threats/incidents within the law enforcement/military/crisis management/ emergency management community.

    · Experience using, applying, or working in the following areas:

    o The National Response Framework (NRF) and the fourteen Emergency Support Functions (ESFs) that support the NRF with in-depth knowledge of ESF #13 Public Safety and Security (or equivalent in states using alternative naming conventions).

    o The Robert T. Stafford Disaster Relief and Emergency Assistance Act.

    o The National Incident Management System (NIMS) and the command-and-control process outlined in the NIMS Manual.

    o The Homeland Security Exercise and Evaluation Program (HSEEP) and all exercise types.

    o Planning, development, and execution of crisis management/emergency management exercises to include agency specific and interagency exercises.

    o FEMA emergency management community, State Emergency Support Functions, or state emergency management directly supporting law enforcement activities or management.

    · Experience in the planning, development, and execution of national level law enforcement and/or emergency management exercises.

    · Extensive experience in conducting crisis/emergency management training for law enforcement and emergency services personnel from other federal, state, and local agencies and departments.

    · Have a proven ability to serve as an interagency liaison at the federal and state levels.
