Contracts Administration Manager prepares and administers bids, proposals, and commercial and government contracts that follow company policies and legal requirements. Manages the contracts administration staff and guides compliance with complex contractual and regulatory requirements. Being a Contracts Administration Manager negotiates with suppliers, partners, or customers. Ensures contracts are administered and monitored to maintain compliance with the terms of agreements. Additionally, Contracts Administration Manager has a strong understanding of the contract life cycle, types of contracts, and applicable government regulations. Typically requires a bachelor's degree or equivalent. Sometimes requires certification like the NCMA Certified Professional Contract Manager (CPCM). Typically reports to a director. The Contracts Administration Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Contracts Administration Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     This position is responsible for providing technical and management support to the Consultant Contracts Services (CCS) Unit of the Contract Services Section of the Department of Transportation and Development.

    MINIMUM QUALIFICATIONS:
    A baccalaureate degree plus four years of professional level experience in contract/grant management, procurement, financial management, or accounting. Three years of the required experience must have been in contract/grant management.
     
    SUBSTITUTIONS:
    Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
     
    Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
     
    A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
     
    30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
    60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
    90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
    120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
     
    College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
     
    Graduate training in business or public administration, economics, statistics, or planning will substitute for a maximum of one year of the required general experience on the basis of thirty semester hours for one year of experience.
     
    A master's degree in these areas will substitute for one year of the required general experience.
     
    Graduate training will substitute for a maximum of one year of the required general experience.
     
    NOTE: Any college hours or degree must be from an accredited college or university.
    Function of Work:
    To administer and direct all management activities of contracts and/or grants services for a department.

    Level of Work:
    Manager.

    Supervision Received:
    Broad direction from the classified or unclassified administrator.

    Supervision Exercised:
    Line over Contracts/Grants Reviewers and Contracts/Grants Reviewer Supervisor.

    Location of Work:
    May be used by all state agencies.

    Job Distinctions:
    Differs from Contracts/Grants Reviewer Supervisor by the presence of management tasks.

    Differs from the State Contracts/Grants Assistant Administrator by the absence of statewide responsibility within the Division of Administration.Manages and directs a Supervisor and staff of Reviewers in developing, monitoring and administering federal and state contracts and/or grants.

    Serves as the Department's official source for information on grants and contracts.

    Serves as audit liaison officer with federal and state auditors, grant program managers and other officials.

    Represents the department in negotiations with granting agencies, contractors, department officials, Civil Service and Division of Administration relevant to contracts/grants problems and obtaining required approvals.

    Directs and manages automated grant and contract information systems for managerial and financial reporting.

    Prepares state budget recommendations and reviews budget request for federal and state grants, professional and other contractual services.

    Reviews and approves all grant applications, requests for amendments, monitoring reports, close outs, budget revisions, etc.

    Oversees the preparation and development of contracts and/or grants agreements, applications, budgets, amendments and sub- grant agreements in accordance with federal and state regulations and restrictions and within departmental policies and procedures.

    Develops policy recommendations regarding issues involved in contracts/grants.

    Assists program personnel, Contracts/Grants Reviewer Supervisor and administrative personnel in preparation of grants and/or contracts, amendments, revisions and close outs within the department's grants and contract policies and procedures.

    Interprets federal and state laws, rules and regulations as regards contracts and/or grants.

    Performs close-out and de-obligates unexpended funds on
    officially closed contracts/grants.

    May participate in negotiation of contract agreements.

    Prepares and/or reviews Requests for proposals.

    Authorizes payments or restriction of payment of contracts.
