Compensation Manager leads the development, implementation, and administration of compensation programs, policies, and procedures. Manages common compensation functions, including survey participation, job evaluation, salary structure development, incentive plan design, pay program administration and other associated initiatives. Being a Compensation Manager ensures that base pay, incentive pay and performance management programs remain competitive and conform to current compensation strategy. Directs data collection and analysis processes for market, pay equity, and other compensation studies. Additionally, Compensation Manager requires a bachelor's degree. May require a Certified Compensation Professional (CCP) certification. Typically reports to a head of a unit/department. The Compensation Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Compensation Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.   • FUNCTIONAL PURPOSE:

     

    The Compensation Manager provides professional level support to the administration, development, and communication of the district-wide compensation programs.

     

    ESSENTIAL DUTIES

    • Makes recommendations for salary on all classified and skill-based hires, promotions, and demotions ensuring minimum job requirements are met and salary equity is maintained.
    • Works with department leaders on the development of job descriptions including but not limited to essential duties, knowledge, skills, and abilities to perform job, minimum requirements to perform job, and physical requirements to perform job.
    • Performs market research on salaries and responds to market surveys, as necessary. Analyzes market data to determine WS/FCS’s overall competitive compensation position. Makes recommendations on adjustments to the market rate for salaries.
    • Performs job evaluation studies and job analysis for all classified positions as required. Determines classification and exempt or non-exempt status.
    • Administers initiatives for classified and skill-based compensation programs, classification reviews, strategies, policies and practices, salary structures, and short- and long-term programs.
    • Ensures compensation equity across job categories.
    • Analyzes legislation and other regulatory requirements to determine impact to compensation programs. Compiles and evaluates data.
    • Makes presentations to employee groups explaining compensation programs. Designs presentation materials and graphics.
    • Researches, analyzes, and makes recommendations on new, existing, and proposed compensation programs as required. Develops procedures to implement program changes.
    • Investigates employee salary inquires to verify accuracy. Proposes solutions when issues are uncovered and implements corrective actions.
    • Assists other departments within Human Resources in questions concerning federal law, state, law, NCDPI policies and practices, and WS/FCS policies and practices.
    • Participates on the district’s Compensation Committee as a contributing member of the Human Resources Department.
    • Coordinate special programs as required by law or policy.
    • Responds to public inquiries as required.
    • Performs related duties as assigned.

     REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

    • Knowledge of Human Resources administration.
    • Knowledge of WS/FCS compensation plans.
    • Up to date and continued knowledge of compensation trends.
    • Knowledge of FLSA, Title VII, EEO, ADA, and other laws that pertain to employees.
    • Knowledge of NCDPI employment and benefits policies.
    • Knowledge of WS/FCS policies, regulations, and practices pertaining to Human Resources Administration.
    • Proficient with Microsoft Office Suite (Outlook, Excel, Word, and PowerPoint) and Google Docs.
    • Ability to design, build, and manage complex salary and variable pay programs.
    • Ability to classify positions into appropriate pay band.
    • Ability to implement compensation pay structures.
    • Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
    • Ability to provide excellent customer service.
    • Ability to work in a team environment and independently as required.
    • Ability to build and maintain cooperative working relationships with all departments within WS/FCS.
    • Ability to prioritize and adapt to changing demands and priorities.
    • Ability to work confidentially and with discretion.
    • Mathematical aptitude and the ability to collect and analyze statistical data.

     

    EDUCATION AND EXPERIENCE REQUIREMENTS:

    • Minimum: Bachelor’s degree in Human Resources, or related field plus two years of experience in Compensation or as a Human Resources Generalist.
    • Desirable: Master’s degree in Human Resources, or related field plus five years of experience in Compensation or as a Human Resources Generalist

    CERTIFICATION AND LICENSURE REQUIREMENTS:

    • Professional certifications desirable – SHRM Certifications, PHR, CEBS, CCP, CBP, or CMS

     

    Pay Grade PSM2 - $5,488.33 Minimum Monthly Salary - Full Time Position - 12 Months
