Collateral Appraiser conducts commercial real estate appraisals and property ratings to establish the market value generally used for investment guidance, lending, insurance, or other purposes. Follows standard processes for conducting and documenting on-site property inspections. Being an Collateral Appraiser performs data collection and research on building permits, prior assessments, and relevant market and economic conditions that impact property value. Reviews building plans and specifications and investigates the quality of the construction, the overall condition of the property, and the surrounding location. Additionally, Collateral Appraiser uses generally accepted appraisal practice concepts and practices to perform data analysis, develop valuation estimates, and write comprehensive reports and exhibits. Utilizes appraisal software tools and databases. Ensures that reports comply with required policies, formats, and regulations. May require a bachelor's degree. May require the Member of the Appraisal Institute (MAI) or similar designation. Requires a State Appraiser License. Typically reports to a manager. The Collateral Appraiser occasionally directed in several aspects of the work. Gaining exposure to some of the complex tasks within the job function.   • Performs professional real property assessments. An Appraiser performs the activities of the job in accordance with state and city regulations and the final product is generally subject to review by the City Assessor. 

    This position will remain open until the needs of the city have been met.


    • Discover, list and value all classes of property.
    • Measure and describe physical attributes of building, compute square foot area, note quality, characteristics for property records, physical inspections and blueprints.
    • Conducts computer assisted sales and dispersion studies, comparison studies for individual appraisals and depreciation studies to establish valuations and fair market value estimates.
    •  Gather economic and sales data for computer assisted mass appraisals.
    • Assemble, correlate and analyse data on cost, income and sales.
    • Develops valuations models for the application of market data, cost approach and income approach appraisal methods or other approved and accepted techniques.
    • Under the general direction of the City Assessor,  performs semi complex appraisals of improved and vacant commercial and industrial properties to determine market value.
    • Inspects new construction and alterations to properties for updates to value and property records card description.
    • Compiles data and prepares the information for establishing and substantiating the assessed value.
    • Responds to taxpayer inquiries, explaining the laws and procedure under which assessments are determined.
    • Attends Open Book and board of Review hearings.
    • Serves on Board of Assessors as appointed by Department.
    • Performs other duties as required or assigned.

     Required Education, Training and Experience:
    • Possession of an Associate's Degree in business administration, real estate, or related field, four years professional assessment experience  in appraising property for taxation purposes or any combination of related training and experience that provided the required knowledge, skills and abilities.
    • Certification by the Wisconsin Department of Revenue as an Assessor II (or higher level) as of the closing date of this posting.
    Required Knowledge, Skills and Abilities:
    • Knowledge of real property appraisal principles and practices.
    • Knowledge of state laws, rules, and regulations pertaining to property assessment and taxation.
    • Knowledge of statistical principles and techniques.
    • Knowledge of building trades terminology, construction costs, and building land values.
    • Knowledge of and ability to use strong public relations skills
    • Ability to analyze statistical data.
    • Ability to clearly and calmly discuss assessment issues with the public.
    • Ability to examine and analyze documents and records for information relative to property values.
    • Ability to interpret and explain property tax policies and procedures.
    • Ability to determine fair market value of property through the application of recognized methods of property appraisal.
    • Ability to present and defend the accuracy of assessments before the Board of Review and Board of Assessors.
    • Ability to clearly and concisely present technical information orally and in writing.
    • Ability to handle reasonably necessary stress.
    • Ability to get along well with others.
     
    Physical Requirements:
     
    Essential job functions of this position require a significant amount of standing, walking, sitting, climbing, stooping, crouching, kneeling, reaching and lifting.
     
    Environmental Requirements:       
     
    Task may require frequent exposure to adverse environmental conditions.
     
    Sensory Requirements:

    Other Requirements:
    • Possession of a valid driver's license and a good driving record.
    • Required to provide a personal vehicle for use on the job.
    Applicants' education, training and experience will be analyzed.  Written, oral and/or proficiency exams may be required to establish eligibility.  Appointment will be made in accordance with City policy and the Civil Service Ordinance and Rules and Regulations.  The City reserves the right to further evaluate only those applicants who best meet the needs of the City.
