  • Duties

    • Manage the Real Estate Services program to include (personnel, workloads, budgets, and procurement).
    • Provide oversight of responsibility for organizing work, setting priorities, and determining resources requirement.
    • Consults with beneficiaries/lessees/other landowners and interested parties about the process options, documentation, and other needs that may be associated with contracting and/or conveyance activities.
    • Analyze requests for land into trust and use of Indian-owned trust assets to determine the compatibility of proposed uses with agency mission and owner's needs.
    • Provides expert guidance on real estate transactions to ensure that the necessary clearances and procedures have been secured and completed.

    Qualifications

    This position is OPEN UNTIL FILLED and may be extended or closed prior to the current closing date. Applications will be reviewed every two weeks; the first cut-off date for applications is 10 business days from the opening date and every two weeks thereafter. Applicants with 10-point Veterans' Preference who submit a complete application after each two week cut-off date, but before the List of Eligibles is issued, will be considered and referred on the List, if qualified.

    EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-1170).

    GS-12: I have at least 1 year of specialized experience or the equivalent, comparable to at least the GS-11 in the Federal Service (obtained in either the public or private sector). Specialized experience include: 1) Managing a complex Real Estate Services Program to include (personnel, workloads, budgets, and procurement); 2) Providing technical guidance on real estate actions including rights-of ways, land acquisitions, disposal, tenure, sales, and permits and/or leases, to optimize use of trust real property resources; 3) Directing a Real Estate Services Program involving Indian trust lands that include negotiating complex leases and other land use documents for residential, agricultural, commercial, and industrial purposes; and 4) Implementing a Real Estate Services Program procedures to improve organizational performance of real estate functions.

    This is a supervisory position. Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a one-year supervisory probationary period before their appointment becomes final. Those who do not satisfactorily complete this probationary period will be returned to positions of no lower grade and pay than those they occupied before assuming their supervisory assignment.
