    POSITION DESCRIPTION

    POSITION TITLE: Drug Court Case Manager

    REPORTS TO: Problem Solving Court Coordinator

    DUTIES OF THE POSITION: Case Managers will work with the Problem Solving Court (PSC) Team members in the development and supervision of reintegration plans for each assigned participant.Responsibilities include assessment, processing incoming clients, informing the Problem Solving Court Coordinator of offender progress and providing statistical information as necessary. The management plan will include, but not limited to, the identified needs of the offender and their family, court ordered requirements, etc. The case manager will participate in problem solving court team meetings and court proceedings. Build relationships with local substance use disorder treatment providers.

    ESSENTIAL FUNCTIONS AND PERFORMANCE RESPONSIBILITIES:

    A. Case Management

    § Participate in problem solving court team meetings.

    § Attend problem solving court proceedings.

    § Determine frequency of case management meetings based on level of risk and need and PSC phases.

    § Work with the PSC team and participant in the development and maintenance of the reintegration plan.

    § Utilize cognitive behavioral strategies and motivational interviewing techniques.

    § Develop, implement and continuously modify reintegration plans based on criminogenic risk and needs.

    § Target interventions to criminogenic needs and integrate necessary treatment/services into reintegration plan.

    § Identify and reinforce participant prosocial attitudes and beliefs.

    § Provide ongoing feedback regarding progress to participants.

    § Apply internal sanctions for violations of participant guidelines.

    § Monitor participants to ensure compliance with program rules.

    § Assist the participant in arranging service appointments.

    § Monitor all services.

    § Make scheduled home visits and telephone contacts based on criminogenic risk and needs.

    § Monitor any medical, psychological, mental health treatment, counseling or any other treatment approved by the court.

    § Assist residents in preparing appropriate release plans.

    § Build relationships and serve as liaison with various community-based organizations and treatment/service providers.

    § Meet with offenders’ families or support groups.

    § Ensure participant fees are paid.

    § Conduct exit interviews of all soon to be discharged participants and refer to follow-up services as necessary or requested.

    B. Other

    § Assist Problem Solving Court Coordinator in developing and maintaining policy and procedures.

    § Work with the Problem Solving Court Coordinator and Team to ensure compliance of Problem Solving Court Certification as dictated by the Indiana Office of Court Services.

    § Coordinate field assignments with Field Officers.

    § Continuously seek innovative ways to improve agency operations.

    § Attend and participate in professional development opportunities/training as directed by Executive Director.

    KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

    § Baccalaureate degree from an accredited university or college per statute.

    § Two years related experience working with substance dependent individuals preferred.

    § Knowledgeable of various illicit drugs and their effects

    § Familiar with behavioral and physical signs of substance use

    § Naloxone certified or knowledge of administering naloxone

    § Current CPR/First Aid certification preferred.

    § Proficient in computer data input and working knowledge of excel, PowerPoint, etc.

    § Ability to maintain flexible work hours, to be called to work on very short notice and to work under changing priorities.

    § Ability to work with staff and offenders of diverse backgrounds.

    § Willingness to travel, attend overnight events and work non-traditional hours as needed.

    § Willingness to assist in areas outside of regular job duties, including temporary transfer of position.

    § Ability to handle stressful situations.

    § Must maintain a high degree of professionalism.

    § Must possess valid Indiana driver’s license.

    § Certification in Effective Communication and Motivational Strategies preferred.

    § Certification in (Indiana Risk Assessment System) IRAS preferred.

    ADA REQUIREMENTS:

    § Lifting: must be able to lift/move 25 lbs.

    § Walking: must be able to walk sufficiently to carry out tasks (i.e., emergency response, care of environment).

    § Grasping/Dexterity: must have sufficient dexterity to carry out tasks (i.e., emergency response, care of environment).

    § Standing: must be able to stand for sustained periods of time, at least 1 hour.

    § Sitting: must be able to sit for sustained periods of time, at least 2 hours.

    § Talking: must be able to express ideas by means of spoken work in a manner that can convey detail to coworkers, participants and the public.

    § Hearing: must be able to receive detailed information through oral communication. Also must be able to hear and respond to participant or staff and hear safety alarms.

    § Repetitive Motion: must have substantial range of motion and coordination in limbs so as to respond to safety needs as well as usual clerical and participant needs.

    § Cognitive: must have the ability to plan and perform activities related to this position, to understand policies and procedures and implement such in a manner that demonstrates good judgment, to work independently, to modify work appropriately, to respond to changes in priorities and meet high level intellectual, mental and cognitive demands.
