Overall Assignment Description:

Supports Agency planning for Mission Assurance of operational and business functions

Duties May Include:

Manages Defense Critical Infrastructure program/Critical Infrastructure Program and project implementation.

Prepares recommendations for NGA input to annual Department of Defense Intel Sector DCIP assessment.

Prepares risk decision documentation for NGA DCIP program.

Assists with coordination of Risk Mitigation Plans for DCIP and Business Continuity programs.

Update/maintain Strategic Mission Assurance Data System (SMADS) and Mission Assurance Data Support System (MADSS) for Agency.

Interprets government regulations and applicable codes, and advises government management on the best course of action to ensure compliance.

Develops programs, procedures and contingency plans based on a risk approach and proposes solutions that monitor, evaluate and enable resolution of safety and continuity of operations compliance.

Performs business impact analysis, risk assessments of essential functions and/or information systems.

Oversees the development, integration, and exercising of contingency plans.

Prepares and conducts briefings and overviews to educate Agency personnel.

Prepares and submits positions and information papers in response to government requirements.

Provide strategic direction, vision, and leadership.

Demonstrates considerable expertise in providing solutions and recommendations based on internal and external factors.

Monitors contingency plan exercises, assesses plan effectiveness, and recommends plan improvements to improve responses to emergencies.

Cognizant of national policies and provides expertise to act as trusted advisor to senior leadership.

Able to provide strategic direction in leading activities in support of team and enterprise objectives.

Incorporate all security disciplines; recommend and develop requirements, specifications, designs, and procedures that satisfy program security policy and planning guidance.

Perform analysis to validate established security requirements and recommends additional security requirements and safeguards where required.

Participate in technical meetings and working groups to address issues related to critical asset protection.

Establishes strict program control processes to ensure mitigation of risks and supports for obtaining certification and accreditation of systems.

Required:

Active TS/SCI Clearance w/Polygraph.

Bachelor’s Degree or equivalent experience within related field.

Experience in three or more areas of Continuity of Government, Continuity of Operations, Information Technology Disaster Recovery, Business Continuity Planning, Crisis Management, Information Security/Operations, Continuity Strategic Planning and Policy, Enterprise Risk Management, and participation in national level homeland security or continuity of operations exercises.

FEMA Level 1 (PCP) Certification within 180 days of start date.

Knowledge of critical asset infrastructure sectors and defense national infrastructure protection plan.

Analysis of system and program infrastructure vulnerabilities.

General knowledge of Homeland Security Exercise and Evaluation Program (HSEEP).

Ability to organize themselves to ensure processes are followed and work is completed in a timely manner.

Ability to communicate and articulate clearly at all levels of organization.

Demonstrates considerable expertise in providing solutions and recommendations based on internal and external factors.

Prior position supporting the National Geospatial Intelligence Agency (NGA).

Some travel required (~10%).
