Budget Manager manages and coordinates budgeting activities and the implementation of the organization's budget policies and guidelines. Monitors actual performance against estimates and prepares annual and interim budgets. Being a Budget Manager coordinates budget appropriations and responds to exception requests for funds. Monitors and analyzes performance against budgets. Additionally, Budget Manager implements and supports tools and reporting used for planning, forecasting, monitoring, and decision support. Requires a bachelor's degree in accounting. Typically reports to a director. The Budget Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Budget Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Job Duties

    Manages the budget team for a highly complex and decentralized agency. Fosters and develops analytical capability. Serves as a mentor and provides guidance on duties and competencies necessary to become a skilled budget analyst. Must have strong analytical skills including the ability to forecast revenue and expenditures. Considerable knowledge of financial analysis, state agency budgeting and legislative functions, as well as agency, state and federal laws and regulations regarding financial operations, business processes, information systems and reporting requirements. Significant impact on the effectiveness, credibility and financial responsibility of the agency, programs, customer service and public relations. Discretion and judgement required. Must be able to demonstrate strong process management and organizational skills. Serves as the primary position providing assistance, daily supervision and management of the professional staff in budget development, execution and monitoring in the Budget Services Division of the Office of Financial Management (OFM). Interprets legislation, statutory requirements, policies and procedures. Coordinates the preparation and review of the agency budget including internal work unit budgets, budget reporting and financial analysis. Ensures or evaluates compliance with applicable state and federal laws and regulations.

    - Ability to communicate professionally & effectively
    - Skill in use of Microsoft Office products and a variety of statewide programs
    - Considerable progressive experience within a complex state budgeting system
