Budget Director directs and controls an organization's budgeting and financial forecasting activities. Leads the budgeting process for annual, quarterly, and monthly budget development. Being a Budget Director develops budgetary policies and guidelines to meet short and long-term financial goals. Establishes processes to incorporate past financial results into budget development. Additionally, Budget Director monitors and analyzes performance against budgets. Develops and implements tools and reporting used for planning, forecasting, monitoring, and decision support. Presents budget data to senior management and/or board. May require a MBA. Typically reports to top management. The Budget Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Budget Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     This is a telework/hybrid eligible position. The candidate of must be able to work and attend meetings in the Tumwater, WA office on a regular basis.

If so, the Washington State Department of Corrections has an engaging opportunity for a motivated, visionary and strategic individual to join the Budget team as the Budget Director! The goal of the Budget Director is to provide leadership related to budget and financial management services which supports the mission to improve public safety by positively changing lives.

    The Budget Director leads the DOC Budget office, within the Budget, Strategy and Technology Administration (BSTA). In this role, you will provide the highest level of strategic budgeting and financial planning guidance and support to DOC's Secretary, Deputy Secretary, and Executive Leadership. The candidate of choice will be responsible for ensuring DOC manages its resources in compliance with state and federal requirements while providing vision and leadership for the development and oversight of DOC’s estimated $1.49 billion annual operating budget and estimated $ 60 million capital budget.

    As a Budget Director, you will utilize strategic judgment and decisions for planning, implementing, managing and controlling budget-related activities of the DOC. This may look like assuming responsibility for budget and strategic financial planning, financial costing, and legislative fiscal notes. You will set the direction and provide mentorship to headquarters' budget staff and lead the agency expenditure plan and allotment process.

    This role supports the agency’s mission by overseeing the development and management of financial management and analyses across the correctional continuum which is used to support programmatic and budgetary decision-making. This position represents the DOC internally, but also on external matters with other agency partners including the Office of the Governor, Office of Financial Management, the Legislature, stakeholders and other public policymakers. The position contributes to staff, people under DOC jurisdiction and public safety, through the development and administration of practices reflecting the DOC values. This position is a member of the Executive Strategy and Extended Leadership teams.

    As our Budget Director, your day to day tasks may include:
    • Providing leadership related to budget and financial management services to support the mission and vision of the Department of Corrections (DOC)
    • Providing the highest level of strategic budgeting, financial planning guidance, and support to DOC's Secretary, Deputy Secretary, and Executive Leadership
    • Ensuring DOC manages its resources in compliance with state and federal requirements
    • Providing vision and leadership for development and oversight of DOC’s estimated $1.49 billion annual operating budget and estimated $60 million capital budget
    • Managing analyses and deliverables to ensure that products and projects are completed on-time and within budget
    • Leading the development of the DOC budgets, fiscal notes, and other funding requests
    • Assuring that analyses conducted by the Budget Office provide valid, rigorous, professionally-sound, policy- relevant and understandable information
    • Providing technical advice and consultation on budget, financial management, and analytics, to members of DOC Leadership and a variety of external stakeholders and partners who are interested in using correctional data for analytical purposes
    • Defining scope, goals, and objectives for complex financial analysis and overseeing the implementation of financial management to the department
    • Overseeing management of projects to ensure deliverables are accurate, on-time and within budget

    Qualifications

    What we need (required qualifications):
    • A bachelors or higher from an accredited college or university whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education, with major studies in business and/or public administration, political science, finance, or related discipline
    AND
    • In-depth knowledge of budget, as well as a strong management background
    • A minimum of six (6) years in government Budget Manager/Senior Budget Analyst roles
    • A minimum of ten (10) years in progressively responsible financial leadership roles, which must include responsibility for budget processes and practices necessary for submitting budgets to the legislature
    • Strategic decision making
    • "Big Picture" knowledge of policy issues, Including Inter relationships between programs, agencies, and the operating and capital budgets
    • Sound understanding of the legislative and political process
    • Thorough understanding of strategic planning, business planning, and measurement of results
    • Ability to communicate, negotiate, and resolve conflicts with the Legislature and the Office of Financial Management
    • Ability to react to and meet complex needs of the DOC's Secretary and Deputy Secretary, and Assistant Secretaries
    • State budgetary vision and integration with the DOC's vision and mission
    • Strategic analysis and planning for workload and staffing
    • Knowledge of personnel management including performance evaluations, diversity, and disciplinary process
    • Effective written and oral communication and presentation skills
    • High level of integrity and dependability with a strong sense of urgency and results-orientation

    Telework Details
    This position may be allocated for telework. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process.
