Budget Director directs and controls an organization's budgeting and financial forecasting activities. Leads the budgeting process for annual, quarterly, and monthly budget development. Being a Budget Director develops budgetary policies and guidelines to meet short and long-term financial goals. Establishes processes to incorporate past financial results into budget development. Additionally, Budget Director monitors and analyzes performance against budgets. Develops and implements tools and reporting used for planning, forecasting, monitoring, and decision support. Presents budget data to senior management and/or board. May require a MBA. Typically reports to top management. The Budget Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. Reporting to the Vice President and Chief Financial Officer (CFO), the Director, Budget and Business Operations Manages and coordinates budgeting activities and the implementation of the organization's budget policies and guidelines. The Director, Budget and Business Operations serves as a member of the leadership team within the Finance department.
Work Location
The work location for this position is the OSU Foundation’s Corvallis, Oregon office.
Core Day Language
The Foundation offers a program called Core Work Days, a hybrid approach combining remote and in-office work days. Unless traveling for work, Foundation employees are in office on Tuesday, Wednesday and Thursday, and work remotely, if preferred, on Monday and Friday.

Key Partners
The Director, Budget and Business Operations is responsible for ensuring a strong partnership based on trust, effective service and accountability with the Foundation’s CFO, Finance staff, OSU’s financial personnel, Business Center Managers, External Service Providers and with the donor community. Of utmost importance is a strong partnership and working relationship with internal staff within the OSU Foundation.
Major Duties
Assists the CFO in overseeing and evaluating the annual budget process by tracking spending and revenues. Produce monthly variance reports.
Monitors and analyzes performance against budgets. Implements and supports tools and reporting used for planning, forecasting, monitoring, and decision support.
Coordinates budget appropriations and respond to exception requests for funds.
Ensures that project/department milestones/goals are met and adhering to approved budgets.
Provide initial revenue projections for all sources of operating revenues.
Work with units leads to establishing operational budgets and provides support throughout the year.
Responsible for managing and accounting for the 4238 Research Way, LLC activities.
Create and maintain a system that helps analyze our total investment in each fundraising unit.
Function as a resource to budget managers for questions and provide training as needed.
Review and explore how FE NXT works and how it can be utilized to streamline current
processes and provide improvements both internally and to external customers
Provide support related to the management of cash flow of income producing properties and ensure that payments to/from the University are made as agreed upon.
Work closely with CFO in regard to Enterprise Risk Management (ERM) through gathering data and analyzing the data. This may also include the analysis of risk along with determining whether controls are in place that address risk.
Partner with Director, Real Estate and Facilities Operations on issues related to the Foundation’s Corvallis and Portland buildings.
Provide operational and financial support for any real estate being held by the Foundation.
Work with property and liability broker to manage annual Insurance process.
Manage the agenda and meeting materials for the monthly ERM.
Provide analytical support to CFO for special projects as needed
Perform ad hoc financial reporting & analysis for customers (University and Foundation), as needed
Assist in the annual audit through fiscal year-end schedules as needed.
Perform other duties as assigned.

Minimum Qualifications
Bachelor’s degree and at least five years of accounting experience or a related area. Experience in public accounting, higher education and non-profit organizations preferred. Education and experience equivalencies will be considered.
