Budget Director directs and controls an organization's budgeting and financial forecasting activities. Leads the budgeting process for annual, quarterly, and monthly budget development. Being a Budget Director develops budgetary policies and guidelines to meet short and long-term financial goals. Establishes processes to incorporate past financial results into budget development. Additionally, Budget Director monitors and analyzes performance against budgets. Develops and implements tools and reporting used for planning, forecasting, monitoring, and decision support. Presents budget data to senior management and/or board. May require a MBA. Typically reports to top management. The Budget Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Budget Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     Responsibilities

    GENERAL PURPOSE:

    The Director of Budgets and Operations is a member of the OEI senior leadership team, advising on strategic use of financial and human resources for the institution-wide Office of Equity and Inclusion. The Director is responsible for overseeing the financial and administrative aspects of the office, ensuring that OEI is compliant with all financial rules and regulations, and for the efficient and effective execution of day-to-day administrative functions.

    RESPONSIBILITIES:

    LEADERSHIP

    • Member of the Vice President’s Leadership team. Guides the development of strategic plans through complete knowledge of OEI’s financial status and best practices.
    • Prepares and delivers reports, briefings, presentations, and responses on DEI and strategic issues, including in meetings with University senior leaders and the Board of Trustees.
    • Collaborates with OEI divisional directors for programmatic budget development and management that supports and responds to the needs of the Vice President and the strategic plan.
    • Seeks and maintains strategic alliances with stakeholders internal and external to the institution.
    • Represents the department in cooperative programs with other institutions with whom we have a financial or administrative partnership/arrangement.
    • Leads grant negotiations with public and private organizations. Ultimately responsible for proper use of grant funds and accurate reporting to funders.
    • Guides OEI Division Directors through the assessment of business and personnel needs, establishing and maintaining team-related processes, aligning common procedures and practices across all OEI teams, and managing personnel issues and follow-up actions.

    FINANCE AND BUDGET

    • Ensures that OEI budgets and spending are in alignment with strategic initiatives.
    • Plans, organizes, and directs accounting activities within OEI. Oversees and reviews the activities of staff responsible for the collection, processing, and organization of financial data.
    • Responsible for proper accounting of assets, expenditures, and accounts.
    • Reviews financial reports for accuracy and for alignment with University accounting practices. Accountable for improvement and follow-up as indicated.
    • Uses forecasting to create short-term and long-term financial strategies that align with strategic planning and makes recommendations to the Vice President.
    • Collaborates with Purchasing, Council, and other offices as indicated for vendor and contractor procurement and contract negotiations and approval.
    • Conducts audits of payroll, requisitions, requests for payments, and other expense transfers to ensure accuracy and compliance.
    • Coordinates the budget preparations with the budgeting processes of the respective divisions.
    • Responsible for identifying opportunities for cost savings and optimization of funding streams such as grants and endowments.

    OPERATIONS

    • Responsible for day-to-day administrative functions of OEI across all University campuses, including but not limited to:
      • Develops, implements, and ensures compliance with departmental policies, procedures and expectations.
      • Oversees execution and organization of all documents pertaining personnel, collaborating with Human Resources as appropriate.
      • Leads a consistent, equitable hiring and onboarding program for OEI.
      • Oversees timekeeping expectations
    • Sets and monitors quality improvement goals, standards, and measurements and makes recommendations to the Vice President to improve department productivity and program workflow.
    • Serves as primary liaison with University HR departments to articulate the department’s needs and functions in ways that aligns with University guidelines.
    • Sets goals and objectives and performs long-range management and operational planning for OEI.

    STAFF SUPERVISION

    • Hires and supervises a team of administrative staff; conducts ongoing supervision and performance reviews, and manages personnel issues and follow-up actions.
    • Discovers team needs, develops clear project roadmaps, and leads team in executing priorities based on needs.

    QUALIFICATIONS:

    • Bachelor’s Degree in business, accounting or related field required;
    • Master's degree preferred.
    • 8 years of relevant experience including leadership and diversity, equity, and inclusion knowledge required.
    • Or equivalent combination of education and experience required.
    • Knowledge of the Civil Rights Act of 1964, 1991 Civil Rights Act, the Americans with Disabilities Act, Title IX of the Education Amendments, Affirmative Action, Equal Employment Opportunity, and other related regulations preferred.
    • Knowledge of trends and issues impacting diversity, equity, and inclusion in higher education preferred.
    • Conflict resolution, excellent oral and written communication skills, ability to research and interpret information/reports, exceptional interpersonal skills in dealing with complex issues within equity, diversity, and inclusion and social justice required .
    • Proficiency with Microsoft Office required .
    • Effective at managing complex and multiple projects in a fast-paced environment required .
    • Effective interpersonal, and verbal and written communication skills. Required competencies: emotional intelligence, confidentiality, and privacy understanding and application required .
    • Ability to maintain sensitive and confidential information required .

    Pay Range

    Pay Range: $95,306 - $142,979 Annually

    The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job’s compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.
