    Duties

    • Performs actions related to the formulation, justification, presentation and/or execution of various funding (VRHRC and Rural Health funding; HSR&D funding; other associated program funding);
    • Responds to and supports all aspects of the budget process;
    • Performs a wide range of administrative and analytical duties in the formulation, presentation and execution of multiple program budgets;
    • Reviews and edits budget requests submitted to ensure conformance to procedural requirements;
    • Monitors the execution of the multiple program operating budgets to assure that funds are properly allocated, obligated and spent in a timely and effective manner;
    • Analyses and revises data, as necessary, for inclusion in budget reports and schedules;
    • Prepares analyses and justifications of requests for allotments of funds available in the budget;
    • Coordinates, prepares and submits all budgetary information required for the VRHRC and HSR&D budget reports;
    • Serves as the Contracting Officer Representative for the office and other program contracts and is point of contact for vendors and contractors for acquisition of new equipment, supplies or to resolve problems;
    • Prepares estimates for projected operating budget based on a variety of information and data;
    • Forecasts and documents needed for funds;
    • Researches, complies and summarizes data concerning personnel salaries to formulate annual budget estimates;
    • Provides recommendations and alternatives for expending surplus funding to maximize benefits to the department and associate programs;
    • Maintains effective communications with leadership on all delegated tasks and responsibilities;
    • Performs other related duties as assigned.

    Monday through Friday; 8:00am - 4:30pm

    Qualifications

    To qualify for this position, all applicants must meet one of the following:

    Specialized Experience: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties this position. Typically, this work would be found within the financial field or a field that is closely related to budget, finance, and accountant type positions; and provided knowledge of, and skill in applying, commonly used budget and finance principles, practices, and methods of budget execution and the organizational structure, programs, and work methods sufficient to provide advice to staff members and management. Specialized experience includes overseeing budget expenditures, assisting with preparing operating plans, projecting funding, resolving budgetary conflicts, monitoring funds, and preparing budget reports for management.

    Education: Successful completion of a Ph.D. or equivalent doctoral degree, three (3) full years of progressively higher-level graduate education leading to such a degree that demonstrates the knowledge, skills and abilities to do the work of this position, such as a degree in business, finance or accounting, if related.

    Combination: Equivalent combinations of successfully completed progressively higher-level graduate education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

    IMPORTANT:
    A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities.     Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.



    Physical Requirements:
    Work is generally performed in an office setting. A moderate amount of walking and standing is required when attending meetings and conferences, and in visiting other offices and buildings. Concentration and sustained performance under prolonged stress is required due to time factors involved and the nature of work.

    Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
