Benefits Director oversees the development, implementation, administration, and maintenance of benefits programs, policies, and procedures. Ensures programs are chosen to be equitable, meet employee needs, comply with legal requirements, and to be cost effective. Being a Benefits Director establishes practices for evaluating existing benefits programs against peer organizations to determine competitiveness, trends and developments. Makes high-level decisions to modify existing benefits programs or institute new ones. Additionally, Benefits Director requires a bachelor's degree. May require Certified Employee Benefits Specialist (CEBS). Typically reports to top management. The Benefits Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Benefits Director typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.     Insurance:
    This position is eligible for medical, dental and vision insurance coverage on the employee, spouse, and eligible dependents. The employee's insurance will be effective on the first of month following the hire date. The EVSC also offers employees an opportunity for life insurance and long term disability coverage.

    Retirement:
    As an administrator, this position will automatically be enrolled in the Teacher Retirement Fund (TRF) through the state of Indiana, which includes a defined benefit (Pension) as well as an Annuity Savings Account (ASA). In addition, this position is eligible to enroll in a 401(a) retirement investment plan, a 403(b) Match Program, and a tax-free post-retirement medical expense account (VEBA).

    Additional Benefits:
    Employees enrolled in an EVSC medical insurance plan are eligible to use our Health & Wellness Centers conveniently located within the community. These are no-cost health clinics that provide primary care treatment, generic prescription medications (at no cost), physicals, health screenings, and labs. Accumulated sick leave days and personal business days will be provided under this position as well. Additionally, EVSC employees have access to EVSC Wee Care, our employee-only early learning centers. Wee Care provides a quality early learning experience for children as young as six weeks through age five.


    SUMMARY:


    The Director of Benefits manages all functions associated with the administration of the district employee benefit programs. Coordinates and manages all aspects of employee benefits, to include, but not limited to: health insurance, dental, vision, long term disability insurance (LTD), basic and voluntary life insurance, COBRA, leaves of absence, employee assistance program (EAP), EVSC health and wellness clinics, employee wellness program, EVSC retirement benefits, state of Indiana retirement plans, voluntary benefits, FMLA/ATDL and worker’s compensation.


    ESSENTIAL DUTIES AND RESPONSIBILITIES: Other duties may be assigned.

    • Manage and schedule employee benefits enrollment and insurance premium payment processing.
    • Provide direction to human resources staff responsible for processing employee benefit transactions.
    • Maintain in-depth knowledge and expertise in employee benefits services, make recommendations on pending legislative actions regarding benefits, respond to benefits issues, and answer benefits questions.
    • Analyze the flow of employee benefits data and develops internal procedures, guidance, and training for staff to facilitate the timely and accurate update of employee information and benefits records.
    • Prepare, collect and compile statistical and other pertinent data for effective collective bargaining and budget preparation.
    • Identify necessary changes in business processes to ensure efficient and accurate workflow and the best utilization of system capabilities in order to fit the district’s business needs. Work with human resources staff to develop and implement improved processes.
    • Perform troubleshooting in the processing or retrieval of employee benefits data in RDS.
    • Assist in the management of the benefits plans renewal process and monitor compliance and implementation of said agreements.
    • Implement modification of existing benefits programs.
    • Notify employees and labor union representatives of changes in benefit programs.
    • Prepare announcement material and other media to communicate new plans or changes in existing plans to employees. Develop communication tools to enhance understanding of the district’s benefit package. Conduct employee meetings and arrange for enrollment of employees in optional plans.
    • Ensure compliance with Federal and State laws, including, but not limited to Consolidated Omnibus Budget Reconciliation Act (COBRA), Health Insurance Portability and Accountability Act (HIPPA), Family Medical Leave Act (FMLA) and the Affordable Healthcare Act (ACA).
    • Assist employees with questions regarding insurance benefits.
    • Oversee and assist with the benefits part of the onboarding process.
    • Prepare and ensure accuracy of benefit information uploaded to the district internet and employee intranet websites.
    • Collaborate and work with IT staff to accurately report data required for all federal and state reporting and the integration data required for benefit providers.
    • Identify changing systems needs due to legal or contractual changes affecting benefits.
    • Positive interaction with a diverse population of staff and customers of diverse backgrounds, learning styles and socioeconomic and ethnic backgrounds.
    • Strong coaching and teambuilding leadership skills.
    • Self-directed, works with minimal supervision.
    • Provides Chief Human Resources Officer prior notice of all HR-related events (i.e. job fairs, social media communications).
    • Maintains regular attendance.

    JOB SPECIFIC SKILLS AND ABILITIES:

    • Ability to use a personal computer with database, spreadsheet and word-processing software. Knowledge of insurance terminology.
    • Ability to apply knowledge of current research and theory in specific field.
    • Ability to establish and maintain effective working relationships with staff and the school community.
    • Ability to speak clearly and concisely, both in oral and written communication.
    • Ability to perform duties with awareness of all district requirements and board of school trustee’s policies.

    EDUCATION AND/OR EXPERIENCE:

    Bachelor’s degree in Business Administration and/or eight years of related employee insurance/benefits experience and/or training. Project management and/or customer service training preferred.


    LANGUAGE SKILLS:

    • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
    • Ability to write reports, business correspondence, and procedure manuals.
    • Ability to effectively present information and respond to questions from administrators, teachers, school board members, and the general public.

    MATHEMATICAL SKILLS:

    • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
    • The ability to compute rate, ratio, and percent, and to draw and interpret bar graphs.
    • Ability to work with mathematical concepts such as algebra, probability, and statistical inference.
    • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
    • Ability to apply financial concepts such as compound interest, time value of money, tax rates and discounts.

    REASONING ABILITY:

    • Ability to define problems, collect data, establish facts, and draw conclusions.
    • Ability to deal with a variety of concrete variables in situations where only limited standardization exists.
    • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
