    This position develops, coordinates, and implements complex computer application projects and manages operational activities of an Information Technology (IT) section or work unit within an Elected Official's department, including supervision of professional technical staff and evaluation of performance.

    Duties/Responsibilities

    As defined under the Americans with Disabilities Act, this classification may include any of the following tasks, knowledge, skills, and other characteristics. This list is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and tasks performed by incumbents of this class. Work assignments may vary depending on the department’s need and will be communicated to the applicant or incumbent by the supervisor.


    • Manages the development of systems, applications and programs to meet the business needs of the department;
    • Provides technical and analytical support in the solution of complex management information systems problems;
    • Evaluate new information systems products or services and makes recommendations to management concerning information systems, systems acquisitions, enhancements, and upgrades;
    • Plans projects and workflow to meet schedules;
    • Coordinates automated systems documentation, develops program and performance standards, and ensures compliance;
    • Develops and implements new or revised policies and procedures to improve efficiency and productivity in support of the information technology needs of a county department;
    • Manages the design and maintenance of network and application security for the assigned department;
    • Ensures information technology policies, procedures, and activities comply with applicable federal/state statutes and regulations and County policies;
    • Provides and assists in training technical staff and provides technical expertise as required;
    • Manage the departmental IT budget and assists in budget preparation.

    Minimum Qualifications

    A Bachelor’s degree from an accredited college or university with a major in computer science, computer engineering, management information systems, or a related field as defined by the department head at the time of recruitment AND four years of application development, deployment, and maintenance experience which includes two years in a supervisory/managerial capacity.

    Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):


    • Experience developing or overseeing the development of in-house software applications utilizing Microsoft products, such as Windows Server, MS-SQL, and .NET framework (e.g. C#, ASP, VB).
    • Experience as a manager of an Information Technology team.
    • Experience selecting and implementing IT hardware, such as servers and networking equipment.
    • Experience in the operation of computer networks and/or data centers.
    • Experience as a software developer, database administrator, or system administrator.
    • Experience constructing and administering budgets for IT functions.
    Selection Procedure:
    Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum/desired qualifications. Candidates meeting the minimum/desired qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

    Licenses and Certificates: Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services’ review and approval of the candidate’s driving record.

    Special Notice Items: Some positions may require satisfactory completion of a personal background investigation by law enforcement agencies, and/or pre-/post-appointment polygraph tests and drug screening, due to need for access to law enforcement, courts or corrections facilities, records, information, or communications systems.
