    This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.

    As a IT SPECIALIST (PLCYPLN) at the GS-2210-13/14 some of your typical work assignments may include:
    1. The incumbent will develop, implement, and ensure compliance with plans, policies, standards, architecture, infrastructures that establish the framework for the management of Information Technology policy and planning applications. The incumbent provides coordination of Information Technology policy and planning across multiple divisions within their own Directorate. They will also provide crossfunctional coordination of Information Technology service delivery of policy and planning across all Directorates within DMDC.
    2. Work includes identifying and addressing Information Technology workforce planning, prioritization, evaluation and monitoring, cost schedule management, risk management, quality management and resource allocations. Work that involves a wide range of Information Technology management activities that typically extend and apply to an entire organization or major components of an organization. This includes strategic planning, capital planning and investment control, workforce planning, policy and standards development, resource management, knowledge management, auditing, and information security management.
    3. Serves as an Information Technology Specialist in support of a wide set of policy, products and services within DMDC's portfolio of capabilities. Provides methods and approaches for sharing information through the use of Information Technology performance measurement tools to help identify and resolve Information Technology workforce issues.
    4. The Information Technology Specialist leads a team that is responsible for the planning and execution throughout the product lifecycle, including: gathering, prioritizing customer requirements, assisting in defining the vision, and working closely with other internal and external stakeholders. Approves, finalizes the definitions for the strategy roadmap. Directs and leads application of program and technical skills in the provision execution of overall direction and guidance for the development, acquisition, testing, and improvement and fielding of assigned systems. Provides leadership and direction in determining scope and priority of objectives, plans and activities based on business impact, customer impact and internal and external constraints.
    5. Develops and maintains strategic plans; assessing policy needs and developing policies to govern Information Technology activities. Provides policy guidance to Information Technology management, staff, and customers to help define current and future business environments. Prepares Information Technology budgets; manages Information Technology investment portfolios in establishing metrics to measure and evaluate systems performance and total cost of ownership. Identify and address Information Technology workforce planning and management issues, such as recruitment, retention, and training; conducting audits of Information Technology programs and projects to ensure information security/information assurance policies, principles, and practices in the delivery of planning and management services.
    6. The incumbent interacts with internal and external customers, as well as works across internal and cross directorate teams and personnel. The incumbent prepares and briefs oral and written communications to varied audiences within the organization. The incumbent provides problem solving, prioritization, and reasoning skills when faced with technical and functional, as well as organizational challenges.

    Qualifications

    You may qualify at the GS-13 , if you fulfill the following qualifications:

    One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
    • Experience using product, project, program and technical skills in the provision of overall direction and guidance for the development, acquisition, testing, product improvement and fielding of assigned systems.
    • Review and implement IT program formulation, planning, deployment, and execution of technology.
    • Communicates program strategies, goals and status to stakeholders, management and higher-level leadership.
    • Defines the product strategy and roadmap.



    You may qualify at the GS -14 , if you fulfill the following qualifications:

    One year of specialized experience equivalent to the GS -13 grade level in the Federal service as listed below:
    • Lead product, project, program and technical skills in the provision of overall direction and guidance for the development, acquisition, testing, product improvement and fielding of assigned systems.
    • Provides continuous oversight of IT program formulation, planning, deployment, and execution of technology.
    • Oversees briefings that contain program strategies, goals and status to stakeholders, management and higher-level leadership.
    • Defines the product strategy and roadmap.
    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210, series as listed below:

    Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
    • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
    • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
    • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

    This position requires a Information Assurance (IA) Certification. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
